The Principal Accountant assists the Administrative Services Assistant Director with the operations and management of the fiscal section for processing and maintenance of all expenditure and revenue activities of the Agency. This position will work with multiple state agencies, agency divisions, and outside vendors/customers to ensure federal and state compliance, including all reporting obligations This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, and home to world-class rock climbing at Vedauwoo. In addition, the location provides convenient access to the Colorado Front Range communities, including Fort Collins and Denver, and Denver International Airport. Wyoming is one of only seven states with no state income tax. Human Resource Contact: Ryan Scheer,ryan.scheer2@wyo.gov,307-777-8570 ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level. + Oversee, monitor, and control all expenditure and revenue activities for the agency. This includes but is not limited to processing agency expenditures, depositing agency revenue, and resolving discrepancies related to agency expenditures and revenues. + Responsible for maintaining the accuracy of all financial statements (monthly, quarterly, and annual reports) for the agency, preparing numerous monthly, quarterly, and annual financial reports for the agency, other state agencies, and the federal government. + Responsible for compiling, preparing, and interpreting data required to complete the Annual Comprehensive Financial Report (ACFR) and single audit financial statements for the State Revolving Fund, Annual Report Fiscal statements, as well as implementing additional continuous accounting practices. + Advise and confer regularly with agency management, each internal division, and other state agencies to clarify fiscal information and resolve discrepancies. + Assist division administrators with grant applications and financial progress reports. + Oversee and monitor the agency’s fiscal policy for compliance. This includes but is not limited to interpreting and complying with various federal and state regulations, policies, and procedures, developing and implementing agency fiscal policies and procedures, including internal controls, in compliance with federal and state laws for the agency and recommending changes. + Resolve issues related to the agency's fiscal policies and procedures. + Enforces internal controls over the agency's fiscal management. + Supervise the Administrative Services staff of the Administrative Services Division. + Responsible for personnel management, including but not limited to establishing division work standards, procedures, and/or methods, providing on-the-job training to division staff, and providing counseling/disciplinary action to division staff. + Interview for staff vacancies and make hiring recommendations. + Conduct Performance Appraisals (PMIs) for all Administrative Services staff. Qualifications PREFERENCES: Bachelor's Degree (typically in Finance, Accounting, or a related field) Preference may also be given to candidates who have experience with Wyoming Online Financial System (WOLFS). KNOWLEDGE: + Knowledge of state and federal laws, rules, regulations and statues. + Knowledge of basic accounting, budget, and cost controls. + Knowledge of Generally Accepted Accounting Principles as applied to governments. + Knowledge of the state accounting system -WOLFS. + Knowledge of internal controls. + Knowledge of federal grant applications, progress reporting, and financial reporting. + Knowledge of budget and procurement practices and policies. + Ability to analyze financial information. + Strong attention to detail, follow-up, and follow-through. + Strong Microsoft Office skills, especially Excel. + Strong communication skills. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Finance) Experience: 1-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst OR Education & Experience Substitution: 4-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accounting Analyst Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + Some travel may be required for this position.
