Department Overview
The Energy Policy and Procurement (EPP) organization procures energy-related products and manages PG&E’s policy activities for energy proceedings, actively participating in regulatory and legislative proceedings that shape the design and implementation of state, regional, and federal energy regulations and policy. In addition, EPP is responsible for long-term planning, risk management, and compliance functions related to PG&E’s energy portfolio.
The Central (Power) Procurement Entity (CPE) team is responsible for the procurement of wholesale energy and capacity products to support local reliability of California’s electric grid on behalf of the company’s electric distribution customers. The CPE team structures, negotiates and manages various procurement solicitations and power purchase contracts for a wide variety of resource technologies, including renewable energy, energy storage and distributed energy resources to help California meet its energy policy objectives at minimum cost.
Position Summary
As a key contributor to the CPE team, this individual will administer various procurement solicitations, lead the development of policy strategy/implementation for key commercial topics, negotiate commercial terms and conditions of energy contracts, and contribute to other areas of the Company's energy procurement efforts as the central procurement entity. This role will work closely with other teams including Contract Management, Settlements, & Reporting (back office), Short Term Electric Supply (front office), Law, Market and Credit Risk Management, Energy Compliance and Reporting, and Regulatory Affairs. Success in this position will require the ability to motivate and influence the work of others and working across teams within the Energy Policy and Procurement organization, and throughout the Company. This person will bring a passion for commercial excellence and customer service to help the CPE transact across multiple energy products.
This position is hybrid, working from your remote office and your assigned work location based on business need. The preferred work location is Oakland, CA.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.
A reasonable salary range is:
Bay Area Minimum: $136,000
Bay Area Maximum: $232,000
Job Responsibilities
Originate highly structured power purchase agreements (capacity contracts) by leading the preparation, launch, execution, and successful completion of annual solicitations. Develop, lead, and manage negotiations for a variety of wholesale power procurement activities, including for energy and capacity products from, but not limited to, renewable, energy storage, natural gas generation, biomass and distributed energy resources. Manage and structure the power procurement solicitation process, including the implementation of systems and procedures, management of internal coordination and governance, coordination of external outreach to key stakeholders and market participants, and preparation of regulatory filings. Evaluate highly structured power procurement contracts, summarize and effectively communicate relevant deal points for senior management. Evaluate offers resulting from solicitations and bilateral negotiations, lead counter-offer preparation, prepare analysis of offers, and manage overall procurement. Acts as a thought leader in the development of strategy or resolution of complex issues. Prepare applications/filings, testimony, forecasting materials, exhibits, models, work papers, or discovery on issues of high complexity. Prepare strategy papers, deliver presentations to external stakeholders and regulatory agencies, and serve as expert witness for PG&E’s request at CPUC, CEC or FERC, and manage relationship with the Independent Evaluator. Lead the identification, development, implementation, and resolution of issues associated with complex, cross-functional strategy and policy matters. Build and maintain strong relationships with new and existing entities in the market area of focus.
Qualifications
Minimum:
Bachelor’s Degree with coursework in a business-related field, mathematics, engineering, or equivalent field of study; or equivalent experience Eight years of relevant work experience, with a strong preference for experience in wholesale energy and capacity markets
Desired:
MBA or Master’s degree in related field Ten years of work experience in the wholesale supply side, development side, or strategy/policy side of the energy industry Knowledge of the procurement needs for the Company’s wholesale energy portfolio, the impacts of, the Company’s competitive position, and rules and regulations that impact procurement Understanding of the meaning and rationale of PG&E contract provisions, typical counterparty concerns, and the impact of specific contract language Ability to negotiate between stakeholders to reach an agreement Ability to lead and develop new procurement products and contract documents Ability to influence key decision makers Ability to manage cross functional projects and initiatives Ability to analyze complex problems and recommend solutions despite incomplete information and limited time Ability to maintain a work environment that fosters teamwork, information and experience sharing, constructive communication and professional and individual development Excellent project management skills Excellent communication skills – interpersonal, written and presentation, including experience and ability to deliver executive level briefings – taking complex concepts and describing them thoroughly and succinctly.
