Management and Technology Consulting (MTC) is Stantec’s industry leading management consulting team, recognized in providing asset and organizational performance, financial, economic, funding, planning, as well as business and operational technology consulting services to communities and utilities across North America. We are seeking a candidate to lead our impact fee practice providing leadership, delivery of strategic projects, and to drive growth of our impact fees service offerings across North America.
Your Key Responsibilities
Engage with clients and potential clients to understand their needs and problems and apply MTC solutions, solution history, and personal solution history to help grow Stantec’s impact fee practice. Lead and engage in the delivery of impact fee related financial and management projects, ensuring delivery of high-quality services on time and within budget, focused on, but not necessarily limited to, impact fee projects. Work closely with regional and national leadership to identify and create/incubate opportunities for impact fee services nationally, with an initial emphasis on expanding the California and Western Region impact fee practice. Support business development for the MTC team and support business development in other geographies. Lead business development strategies/activities for impact fees. Represent Stantec and present at/attend conferences as requested. Recruit, mentor, train, develop, and deploy technical talent. Work dynamically with project teams to identify best-fit solutions involving impact fee data gathering, methodologies, methodological innovations, and implementation issues that involve elevated risk/complexity. Work cooperatively with MTC teams preparing water and wastewater capacity charges for overlapping clients. Willingness to learn how to calculate utility-based impact fees (e.g., water and sewer capacity charges) and other miscellaneous fees. Prepare and present impact fee documentation and findings in public including before stakeholder groups and city councils and other government decision making bodies. Engage in the strategic planning of the MTC team, focused on growth of impact fee practice. Maintain and grow client relationships and lead and/or engage in responses to client requests, RFQs, and RFPs. Maintain knowledge of impact fee legislation, legal precedent, and code across multiple states, industry standard impact fee methodologies, impact fee implementation strategies, and impact fee trends. Serve as an independent reviewer of analysis prepared by peers or junior staff to ensure technical accuracy and appropriateness of methods and tools used and solutions evaluated. Meet performance goals and objectives as assigned, with respect to client-specific demands, stated delivery milestones, quality standards, project management framework, mentoring of junior staff, and all required training activities.Your Capabilities and Credentials
Demonstrated technical proficiency in impact fees and other utility financial and management programs as well as related areas, such as fiscal analysis. Strong network of active client contacts and relationships. Ability to manage and deliver complex assignments that require the application of broad knowledge with a high degree of initiative and independence. Strong analytical and problem-solving skills. Proficiency with the Microsoft Office 365 suite of tools including Word, Excel, PowerPoint, and MS Teams. Proficiency with Adobe Acrobat Pro and other business systems required. Excellent written and oral communication and presentation skills. Capable of presenting/sharing analyses in an interactive work setting while being able to adjust in a live setting. Self-starter capable of efficiently and proactively working independently as well as with a geographically dispersed team on multiple projects simultaneously. Ability to recommend and implement changes to policies and establish procedures. Provides input to the annual performance process and career development goals of team members. Strong attention to details, as MTC deliverables are open to public review and scrutiny. Experience and ability to work across disciplines. Bachelor’s degree in business, mathematics, finance, economics, statistics, data science, engineering, accounting, planning, or related fields are required. Master’s Degree is a plus. 15 plus years professional experience in management consulting and/or with local government agencies related to impact fee calculation and documentation of all types of non-utility facilities (such as transportation, parks, public safety, etc.), with background and familiarity with economics, infrastructure funding, financial analysis, and/or local government planning.Typical office environment working with computers. Remote office working arrangements may be negotiable.
Willing to travel as needed; mostly regional. Travel may be up to 25%. Valid driver’s license and a satisfactory driving record are required.
