PRINCIPAL CORRECTIONAL PROGRAM OFFICER
Summary You will serve as a Correctional Program Officer in the adult military correctional facility (MCF) of NAVCONBRIG MIRAMAR DET PEARL HARBOR. Responsibilities You will serve as a principal correctional program officer and advisor to the detachment officer-in-charge. You will monitor compliance of procedures and operations with established policies, standards, and requirements. You will oversee adherence to Jail Standards (CJS), Department of Justice (DOJ) Prison Rape Elimination Act (PREA) standards, and DOJ Restrictive Housing Guidelines. You will review facility compliance with applicable national (ACA, PREA) standards and advise functional department heads on needed policy and procedural changes for compliance. You will review and validate key confinement-related legal and public safety reporting functions. Requirements Conditions of Employment Qualifications Individual Occupation Requirements (IORs): Education: Undergraduate and Graduate Education: Major study -- correctional administration, criminology, psychology, social work, sociology, or other fields related to the position. OR Experience: Must be directly related experience that included substantial involvement with a correctional program and provided a thorough knowledge of correctional techniques, or experience in meeting and dealing with people that demonstrated the ability to work effectively with inmates and associates in a correctional environment. AND Medical Requirements: Applicants and employees must be physically and mentally able to performing efficiently the essential functions of the position without hazard to themselves or others. Depending on the essential duties of a specific position, usable vision, color vision, hearing, or speech may be required. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. In addition to the above Individual Occupational Requirements (IORs), your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying Federal laws, regulations, policies, and national correctional jail standards, principles, and legal requirements; 2) Providing expert advice, direction and guidance relating to issues, programs and functions in maximum, medium, and minimum-custody housing units; 3) Monitoring compliance of procedures and operations within established policies, standards, and requirements; 4) Identifying and recommending correction system changes which could provide improved procedures, methods, and programming; and 5) Ensuring department head and assistants carry out programs and services per professional standards. You will be required to be certified by the state department of education or other comparable authority for the American Correctional Association (ACA) Standards for Adult Correctional Institutions (ACI) Standards for Adult Correctional Institutions (ACI) National Standard 4-4472 requirement for all academic and vocational education personnel.
