Job Description Summary:
The Director 3, Procurement & Subcontracts serves as an integral member of Draper’s new Supply Chain leadership team. They have an in-depth knowledge of acquisition policies and procedures, an understanding of small business requirements and administration, a demonstrated fluency with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Public Laws applicable to U.S. Government Procurements, Subcontracts and Small Business requirements. This role will be responsible for leading a team of 25+ acquisition and small business professionals and for the oversight of all procurement, subcontracting and small business reporting and compliance requirements. The role will bring a strong background in procurement and subcontracts and act as the interface to Draper’s five business areas, consulting on contractual matters, subcontracting strategies, internal and external audits, and ensuring compliant proposals. The Director will work closely with the Vice President of Supply Chain and the Supply Chain Leadership Team to plan, prioritize, and implement compliance initiatives and process improvement strategies contributing to Draper’s success while maintaining a commendable government rating.Job Description:
Duties/Responsibilities
Responsible for leading, managing and motivating 25+ Procurement, Subcontracts and Small Business staff.
Responsible for the execution of the company Small Business plan in the capacity of Draper’s Small Business Liaison Officer (SBLO).
Develop recommendations for process changes and enhancements to improve functional efficiency to ensure Supply Chain optimization.
Ensure federal procurement and subcontract efforts comply with firm policies and procedures, as well as FAR, DFARS, and any other contractual requirements.
Proactively identify risk and develop appropriate mitigation plans; development of root cause and corrective actions plans.
Responsible for shaping procurement, subcontracting and small business policies and procedures, strategies, supporting internal and external audits.
Responsible for the oversight of all Draper subcontracts and purchase orders from initial placement to contract closeout that are CPSR compliant.
Responsible for negotiating and managing key supplier relationships and agreements.
Responsible for the oversight of all internal and external audits, to include but not limited to, Contractor Purchasing System Review (CPSR), Uniform Guidance (UG), and Small Business Reviews.
Responsible for identifying opportunities and developing strategies to reduce risk, drive long-term affordability and cost reduction strategies within the supply base.
Works with cross-functional stakeholders to understand and define end-user requirements to ensure Draper’s procure-to-pay strategies and systems deliver optimal value.
Responsible for the coaching, development, direction, support, and guidance to functional staff.
While working closely with the Vice President of Supply Chain, plays a significant role in the continuous development, implementation and execution of Draper’s new Supply Chain function.
Support the development and implementation of new business tools.
Stays abreast of industry trends and regulation changes and implements functional process improvements and necessary controls.
Skills/Abilities
Must have strong leadership skills, confident in their ability to work independently with a high level of accuracy and productivity in a fast-paced environment.
Ability to lead and influence procurement and subcontract teams to manage supplier relationships and overall supplier performance.
Significant experience developing, defining, and ensuring compliance with key contractual requirements (statements of work, drawings/specifications, contractual terms & conditions, prime contract flow downs,
Active Secret Clearance required, top-secret preferred.
Proficient knowledge of legal concepts, FAR/DFARS regulation and public law applicable to government procurement.
Experience with Cost analysis and Earned Value Management.
Knowledge of the DoD acquisition framework, Supply Chain Risk Management (SCRM), and Cybersecurity Maturity Model Certification (CMMC), preferred.
Excellent oral and written communications, people and problem-solving skills.
Education
Requires a Bachelor’s degree in business or related discipline.
Experience
Requires 10 years or more of experience in government acquisition and 5 or more years of full supervisory experience, preferably in a defense and/or aerospace environment.
Additional Job Description:

Current Secret security clearance is required.
