The position will provide the consultants with proper directions on movable bridges design and construction to meet Amtrak’s requirements. This includes reviewing and actively participating on project development, design and specification writing with internal staff and external architecture/engineering firms and consultants. The position collaborates and partners with both internal and external stakeholders, including law, real estate, transportation, mechanical, engineering, local and state agencies / utilities, the FRA, and freight and commuter railroads, to execute the troubleshooting, scoping and design phase of Engineering and Mechanical programs in support of state of good repair projects on a priority basis.   ESSENTIAL FUNCTIONS: · Manage external architectural and engineering resources for the completion of detailed design and construction documents  · This position performs in-depth bridge inspections of fixed bridges and movable bridges components, and bridge capacity ratings.  · Develop scopes of work and project management plan for fixed and movable bridge and infrastructure projects  · Develop budgetary cost estimates and maintain spend plans  · Prepare requests for proposals, establish, and manage contracts with engineering, program management, and NEPA firms and consultants, including scope, schedule, and budget.  · Collaborate with other engineering disciplines and other departments within the railroad organization  · Collaborate with project stakeholders including local, state, and federal agencies  · Research and apply best engineering practices pertaining to a project  · Review engineering designs submitted by outside agencies for projects to be constructed on, over or adjacent to Amtrak property to ensure compliance with Amtrak and industry standards.  · Provide technical expertise to other departments and makes critical engineering decisions for various groups within the railroad organization.  · Self-perform design services on small design projects with limited oversight.  · Mentor junior staff   MINIMUM QUALIFICATIONS:   · Bachelor’s Degree in Civil Engineering  · Engineer in Training (EIT) certificate  · Experience in inspection, maintenance and capital improvements of railroad Movable Bridges.  · Extensive experience in management and leadership of multi-discipline design projects using outside architecture and engineering consulting firms.  · Extensive understanding of building codes, design specifications, and recommended practices including ADA requirements.  · Demonstrated experience working in a matrix organization. · 7 – 10 years of relevant experience.  · Bachelor of Science in Civil Engineering  · Competency in Excel, Word, PowerPoint and Access  · Experience in effective formal presentations  · Understanding of design practices, specifications and environmental issues relating to bridge rehabilitation  · Knowledge of AREMA Chapters dealing with Structures  · Excellent verbal and written communication, organizational, collaborative and relationship building skills with demonstrated experience both within and outside an organization.  · Must be able to initiate work from a bare problem statement and perform / manage all investigation, design and contract packaging to drive toward an efficient result with minimal impact to railroad operations.  · Valid driver’s license.   PREFERRED QUALIFICATIONS:   · 10+ years of relevant experience  · Master of Science in Civil or Structural Engineering  · Licensed Professional Engineer (PE)  · Competency in Excel, Word, PowerPoint and Access  · Extensive railroad bridge experience  · Extensive understanding of design practices, specifications and environmental issues relating to bridge rehabilitation  · Demonstrated experience in project and program management  · Demonstrated strategic planning experience  · Demonstrated management experience in a matrix organization  · Extensive knowledge of AREMA Chapters dealing with Structures  · Prior work experience as an Owner’s Representative performing all phases of development including planning, scoping, budgeting, estimating, constructing, and project close-out in a fast-paced environment with projects ranging in size and complexity.  · Prior work experience writing RFP’s, bidding, and contracting with outside architecture and engineering consulting firms.  · Prior work experience as an Owner’s Representative performing all phases of development including planning, scoping, budgeting, estimating, constructing, and close out in a fast-paced environment with projects ranging in size and complexity.  · Prior supervisory experience.  · Familiarity with large scale architecturally and historically sensitive facilities.  · Understanding of both passenger and freight railroad operating environments WORK ENVRIORNMENT:   · Position is responsible for 24/7 operation.  · Available to work at various times to support railroad officers as needed including nights and weekends.  · Work is in an office/field environment.  · Travel: 40%.   COMMUNICATIONS AND INTERPERSONAL SKILLS:   Must have excellent oral and written communication skills.   The salary/hourly range is $124,600-$161,352, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
