As a Principal or Senior Principal Program Cost Schedule Control Analyst (Level 3 or Level 4), located in Manhattan Beach, CA you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one.

The Principal or Senior Principal Program Cost Control Analyst will report to the Mission Applications Department Business Manager and will be responsible for supporting Northrop Grumman Corporation Defense Systems programs in compliance with Earned Value Management System (EVMS) requirements and program implementation.

Responsibilities include but not limited to:

Set up cost control system, monitors and controls costs and schedules on Contracts requiring validated cost schedule control systemMaintain Earned Value Management System (EVMS) compliance including cost/schedule integrationPerform analyses and prepares reports to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelinesPrepare and maintain spend plans; develop and review Estimates at Complete (EACs); incorporate changes into the EVMS system to maintain cost and schedule baselinesFinancial CDRL deliverablesAssist Control Account Managers (CAMs) with EVMS activities including Work Breakdown Structure (WBS) development and alignment; time-phasing of tasks; developing and documenting earned value methodologies; performance measurement; estimate to complete analysis and updates and variance analysis research and reportingCreate financial charts in support of program management and program reviews; identify cost impacts and develop recovery plans as requiredPerforms and/or assists in financial analyses such as funding profiles, sales outlook, cash forecasting, and variance analysisResponsible for actuals reconciliation, budget change requests and ensuring proper accountingIncorporate contractual changes into control systems by staying aware of outstanding work against each contract to maintain realistic contract cost and schedule baselines.Operates in a dynamic environment with competing priorities, while maintaining attention to detail

CANDIDATES MUST MEET THE BASIC QUALIFICATIONS FOR EITHER A PRINCIPAL (LEVEL 3) OR SENIOR PRINCIPAL (LEVEL 4) AS OUTLINED BELOW.

Basic Qualifications Level 3:

Bachelor’s degree with 5+ years of stated professional experience – OR – Master’s degree with 3+ years of professional experience.Ability to obtain Special Access Program (SAP) clearanceAt least 2 years of working experience with EVMSProficiency with Microsoft Office Suite; Excel, Word, PowerPoint  

Basic Qualifications Level 4:

Bachelor’s degree with 8+ years of stated professional experience – OR – Master’s degree with 4+ years of professional experience.Ability to obtain Special Access Program (SAP) clearanceAt least 4 years of working experience with EVMSProficiency with Microsoft Office Suite; Excel, Word, PowerPoint

Preferred Qualifications for both levels:

Proficiency of the following systems or software: COBRA or similar project management software, COGNOS (NGFP - Planning Analytics), SAP S/4 and Excel based Analysis Office (AO)Active Department of Defense (DoD) Secret or Top Secret (TS) ClearanceActive Department of Defense Special Compartmented Information Access (SCI)

Salary Range: $91,200.00 - $136,800.00Salary Range 2: $113,500.00 - $170,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
