Privacy Associate III

Job Summary:

The Privacy Associate III will actively take part in identifying, developing, and operationalizing technical and administrative solutions to ensure that Horizon’s data privacy initiatives are met. The position will support the enterprise-wide information government and data privacy programs and will participate in the management and configuration of information governance and data privacy tools, and ensure consistent execution of the relevant information governance and data privacy principles. The incumbent will be expected to be knowledgeable of Horizon practices and business strategies, and addressing gaps, and opportunities for improvement in existing information governance and privacy compliance processes.Responsibilities:

Leads engagements with business teams on development of solutions to align with privacy security standards, guidelines and best practices.

Advises business teams and management of potential privacy risks and opportunities related to privacy requirements and standards.

Conducts gap assessments, and assist in developing, implementing, and managing privacy and information governance policies and procedures to ensure the effective management and protection of organizational information assets.

Collaborates with cross-functional teams to establish and maintain best practices for information governance, data privacy, and compliance.

Assists in the development and implement information governance policies, procedures, and standards in alignment with organizational goals and regulatory requirements.

Monitors compliance with information governance policies and procedures and implement corrective actions as needed.

Identifies trends to deliver training programs and awareness campaigns to educate employees about information governance best practices and privacy policies and standards.

Remains informed about emerging trends and developments in information governance and recommend updates to organizational policies and procedures accordingly. 

Lead and mange incident response activities; perform privacy assessments and recommend and/or implement corrective action plans.

Be a consultant and resource on privacy and data protection laws. Monitor and ensure compliance with relevant state and international privacy laws, and other regulations. 

Assists in the creation and administration of the data ethics program.

Collaborates with other legal departments to understand privacy, policy, and data protection questions.

Responds to sensitive data subject access request escalations under state and federal laws.

Supports effective management and governance reporting standards and processes.

Independently drives compliance monitoring activities in collaboration and coordination with the organization's Corporate Security and Compliance departments.

Education/Experience:

High School Diploma/GED required.

Bachelor degree preferred or relevant experience in lieu of degree.

Requires a minimum of seven (7) years of compliance, privacy, or regulatory experience preferably in a health care environment or the health insurance industry.

Additional Licensing, Certifications, Registrations:

Prefers certification as a privacy professional from an organization such as IAPP, HCCA or similar.

Knowledge:

Requires in-depth knowledge of the Federal and State regulatory environment in the health insurance industry, with emphasis on HIPAA privacy and security rules, as well as other state and federal privacy laws.

Knowledge of Privacy by Design principles.

Requires proficiency in the use of personal computer and supporting software including Microsoft Office (Word, Excel, Outlook and PowerPoint).

Requires the ability to research and resolve problems through interaction with companywide personnel.

Excellent organization and an ability to manage multiple priorities and shifting priorities.

Salary Range:

$84,700 - $115,605

​This compensation range is specific to the job level and takes into account the wide range of factors that are considered in making compensation decisions, including but not limited to: education, experience, licensure, certifications, geographic location, and internal equity.  This range has been created in good faith based on information known to Horizon at the time of posting.  Compensation decisions are dependent on the circumstances of each case.
