PROCUREMENT ANALYST
Summary You will serve as a Procurement Analyst in the Contracts Department, Foreign Military Sales Division of Naval Undersea Warfare Center, Division Keyport, Washington (NAVUNSEAWARCENDIV KEYPORT WA). Responsibilities You will collect operational data, prepare, analyze, and interpret the contracts and financial information for the PMS 326 contract actions processed by the FMS Division. You will compare actual results with plans and forecasts to provide the FMS Division Head with financial status including variances, trends. You will document the rationale for variances and act as the point of contact to resolve any issues identified. You will respond to contracting and financial data calls for the FMS Division. You will provide assistance with contract performance monitoring, Contracting Officer Representatives (COR) monthly status reports, Contractor Performance Assessment Reports, etc., to include coordinating with PMS 326 CORs. You will collect, track, monitor, and provide qualitative analysis for contracts Contract Data Deliverables Lists (CDRLs). You will review incoming procurement request packages to ensure all necessary documents and information are included. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate: For GS-12: at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing analytical techniques to provide metrics and report findings to management for decision-making recommendations regarding procurement and administrative support for Foreign Military Sales (FMS). For GS-11: at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing contractual issues to provide findings and recommendations for procurement and administrative support of contracts. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
