Procurement and Supply Chain (PSC) Performance Specialist ( National Only , duration is 6 months )
Key Accountabilities: Support Company’s initiative to streamline procurement processes, optimizing workflows, etc. This initiative focuseson eliminating inefficiencies, improving cycle times, and driving continuous process improvements to align procurement operations with Company’s goals.  Improve performance monitoring frameworks to ensure procurement processes align with PSC objectives and key performance indicators (KPIs). Analyze procurement data to identify trends, opportunities, and areas for improvement. Collaborate with cross?functional teams to enhance procurement workflows, ensuring seamless integration with existing systems and operational practices.  Provide insights and recommendations to PSC management on procurement performance, cost optimization, and supplier relationships.  Act as a key liaison between procurement, finance, and operations teams, facilitating communication and alignment on priorities and deliverables. Develop and maintain PSC planning in collaboration with Company Planning Team. Support team and internal customers with data input, data flow, and data quality assurance. Provide data, as needed, to support contracting activity and bid evaluations. Oversee the vendor add process, assuring that Counterparty Due Diligence (DDQ) reviews are completed for new vendors. Manage, review, analyse and distribute 3rd Party contractual deliverables to stakeholders. Key Responsibilities: Category Management: Manage various spend categories, develop category strategies, and optimize sourcing efforts across multiple product lines. Spend Analysis: Conduct data?driven spend analysis to identify cost?saving opportunities and optimize procurement processes. Compliance Management: Ensure full compliance with vendor agreements, contracts, pricing, and legal obligations. Maintain updated records for all procurement?related contracts and regularly review terms. Data Management and Reporting: Utilize ERP system, Excel for data analysis, forecasting, budgeting, and reporting to support procurement decisions and strategies. Event Organization: Lead and assist in the planning and execution of internal events such as supplier meetings and workshops. Cross?functional Collaboration: Work closely with teams such as Operations & Maintenance, HSEQ, Logistics and others to align on business objectives and ensure smooth execution of procurement?related activities and events. Supplier Performance: Monitor and assess supplier performance through KPIs, ensuring alignment with company standards and objectives. Support PSC Team with the process and reporting. Risk Management: Identify risks in the supply chain and develop mitigation strategies to ensure continuous supply and minimize disruptions. Work Orders: Administration of Work Orders under Technical Service Agreement using ERP system The job holder manages the Compliance Maintain the PSC policies, strategies and procedures to ensure compliance with legislation, Company HSE policy and evolving company objectives  Ensure that employees of the Company work in agreement with the PSC Charter Ensure that tendering procedures and processes are strictly adhered to and the ethical rules related to Contracts and procurement defined by the Company are respected Ensure that supplier selection is carried out in accordance with Company requirements and compliance program and that safety and environmental assessments are part of the selecting process Tools: Ensure the appropriate use of PSC tools (SAP and any other e?sourcing tools, as applicable); ensure efficient management of suppliers of the Company (pre?qualification, qualification, performance follow up, database, management by panel, financial analysis). HSE RESPONSIBILITIES Comply with the Activities described within the HSE Management System Take reasonable care of her/his own Health/Safety and Others who may be affected by their acts at work  Know responsibilities to environmental issues in the work areas  Each employee, at his level of responsibility, must observe all Company Rules, Procedures and instructions in the performance of his own task As such his duties and areas of authority are: Follow HSE instructions given by Managers and supervisory personnel Assure of the safety of his work site before commencing work Take the necessary measures to avert immediate threat of danger Exercise such caution as is necessary to avoid danger to persons and installations or to avoid pollution Use tools, equipment and their safeguards correctly Use the provided means of personal protection correctly Leave workplace behind correct and orderly, upon job completion – enforce the Company Clean Desk policy  Report any anomaly, abnormal conditions and near miss to supervisor Participate actively in HSE meetings, safety talks, tool boxes, training sessions and drills Co?operate actively in the execution of the HSE plan Authority to suspend activities when there is a potential or actual threat to human life, the installation or the environment, and notify forthwith the responsible supervisor QUALIFICATIONS / EXPERIENCE / SKILLS Diploma: BA / BS degree in Finance, Economics, Supply Chain is mandatory - Master Degree is preferred  Minimum 10 years’ experience in Procurement and Supply Chain or Finance Fluent in English and Azerbaijani   Be proactive, reliable, responsible and accurate with an attention to detail Strong business analytical and report writing skills Proficiency in MS Office applications in particular Excel, Power Point for presentations, SAP and any other e sourcing tools, as applicable (Advanced level of Excel is a must)
