Background of the project:
IRC is offering a robust humanitarian response to the Syria crisis a rapidly expanding portfolio, supported by more than 1000+ staff in Syria Country Program. IRC is undertaking programs in Syria and the neighboring countries of Turkey, Iraq, Lebanon, and Jordan in the fields of health, child protection, early childhood development, education, women’s protection, and empowerment, non-food items and food distribution, cash assistance, water and sanitation, protection and rule of law, and livelihood programming. Our work in these challenging settings gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, security, funding, and coordination.
As part of IRC Syria CP's capacity-sharing strategy and localization commitment, Syria CP supports its partners from local organizations across two hubs to develop their organizational systems, policies, and procedures.
Scope of work
This consultancy is requested to support IRC's partners in Syria. It will involve delivering comprehensive training that covers major advanced areas in vendor management. In addition, the consultant might provide mentoring/coaching sessions to IRC’s local partner to develop and enhance their current procurement policies and standard operating procedures
Deliverables:
· The consultant might procurement management training to IRC partners and the training subjects might include the following:
Vendor Evaluation and Selection Vendor Performance Measurement Effective Negotiation Techniques Supplier Relationship Management Risk Mitigation and Procurement Ethics and Compliance
· The consultant will use a combination of interactive presentations, case studies, practical examples, and group exercises. The Participants will have an opportunity to discuss ideas, apply skills, and engage in practical learning.
· The training Language is Arabic or English.
· The consultant might be assigned to work side by side with local NGOs to review and develop their internal HR policies based on the regulations of international European and American donors. In addition, the consultant might enhance local NGOs' systems and procedures according to best practices.
Reporting
· Training: The consultant will deliver a full training report describing the training agenda , applied training methodology, challenges, and lessons learned along with pre and pos technical evaluation and training satisfaction survey
· Mentoring sessions: the consultant will deliver a full report for each local organization describing the applied mentorship methodology, the number of provided sessions, organization’s statue, areas for improvement, and a list of developed systems, policies and procedures.
Payment Rate and Schedule:

• Detailed technical proposal describing the methodology and the topics which will be covered.
• Financial proposal describing the cost per working day ( 8 hours ) for in-person and online options.
• Name and contact details of three professional references related to a similar experience.
Timeline and Payment
The consultant will be responsible for all service expenses such as accommodation, transportation,
meals... etc.
IRC will handle all logistical expenses including venue, coffee breaks, lunch, and stationery.
The service should be delivered within 45 days starting from the day of signing the contract and
payment will be made upon completing the requested deliverables.
