Procurement Coordinator

Overview:

The procurement coordinator will manage the procurement of equipment and supplies required to support to Haitian National Police training program in Port-au-Prince, Haiti. The PC will be responsible for handling procurement requests and ensuring that U.S. and Haitian procurement laws are appropriately followed

 Primary Responsibilities:

Conduct all procurement of equipment and supplies to support the training of the Haitian National Police. Coordinate with the U.S. Embassy Port-au-Prince via the Project Manager on clarification on legal issues that are specific to Haiti. The PC should understand how to operate in foreign environments with legal systems different from that of the United States and be able to advise on how to implement new policies and practices. The PC will coordinate with the Project Manager to ensure compliance with all contract requirements, working in close coordination with INL and Embassy Port-au-Prince, especially in interactions involving planning and other managerial issues.

 Supervisory Responsibilities:

Supervise local national staff as required

 Education and/or Experience:Minimum five (5) years' experience working in procurement operations in an international setting including demonstrated supervisory or management experience in difficult to operate environmentsMinimum five (3) years’ experience with developing and implementing large procurement supply chain projects, particularly in an international setting, preferably in the Caribbean or Latin AmericaDemonstrated experience coordinating and conducting successful programs in foreign languages, possibly using simultaneous interpretation Knowledge, Skills, and Abilities:Excellent interpersonal and written and oral communication skillsDemonstrated expertise and ability to solve complex and unusual managerial issues while exercising independent judgmentAbility to determine the feasibility and effectiveness of proposed plans in the Haitian context and identify the resources required to implement these optionsProficient in Microsoft Word, PowerPoint, and Excel.Must be familiar with U.S. Federal Acquisition Regulations (FAR).Speak, read, and write in fluent EnglishFluent in French and/or Creole (desired but not required).Experience working in HaitiAbility to work effectively under pressure within short time constraints, and during times of rapidly developing eventsU.S. citizenNo negative prior experience working with INL, and never removed from any USG mission or civilian policing activity.  Security Clearance:

Position requires U.S. Citizenship to obtain a MRPT Level clearance.

Must be able to successfully complete a U.S. government administered investigation for an MRPT (Moderate Risk Public Trust). Physical Demands:

Travel to Haiti required.

Office or training facility.
