Procurement Manager - Project

Job Description:

Parsons is looking for an amazingly talented Procurement Manager to join our team! In this role you will provide management and direction for all procurement functions on a small to medium-size project (domestic or international), including purchasing, expediting, supplier data control, supplier quality, and traffic.

May assist a Senior Procurement Manager on an assigned phase of a large complex project. The incumbent must exercise good interpersonal and technical skills while becoming familiar with required client procedures and standards. 

What You'll Be Doing:

Reviews work produced by subordinates to ensure that applicable codes, standards, and procedures are followed, and that quality of procured items meets or exceeds requirements.Monitors the productivity and technical proficiency of the assigned personnel. Make staffing assignments and reassignments as Company and project needs dictate. Monitors staffing requirements and expenditures within budget constraints.Coordinates procurement activities with clients, project management, and other departments within the Company.Actively participates in the Company's Quality Improvement Process. Promotes technical excellence in all employees. May endeavor to develop a partnership agreement where supplier quality and performance are consistent with Company and client requirements.Participates in establishing and maintaining Procurement Department and client policies and procedures, working closely with upper management. Ensures compliance with the Company's business ethics policy and with the Conflict of Interest Policy.Offers training in these policies, as needed, to the assigned procurement personnel.Conducts performance evaluations, takes corrective action as necessary, recommends promotions and salary actions, and offers training and development for the assigned personnel.Completes special assignments for the Commercial Director.Participates in preparing proposals.Performs other responsibilities associated with this position as may be appropriate.

What Required Skills You'll Bring:

Bachelor’s degree in business administration or economics or related field from a recognized university is required.20+ years of diversified experience in all phases of procurement activities on large global engineering and construction projects, including managerial experience.Extensive experience in all aspects of procurement, with airport civil and utilities infrastructure procurement experience highly preferred.Proven managerial capability, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required. A demonstrated proficiency in utilizing DMCS (or similar material control system) is also required.Skilled in prioritization, multi-tasking, attention to detail, and follow-through.Ability to present issues to senior Company and client management in written or oral reports, offering recommendations or corrective actions to the best interests of the client.Ability to collaborate with clients, stakeholders, and colleagues.Effective interaction in group settings, using judgment and discretion.Coordination with senior and junior staff to review client deliverables.Ability to work under deadlines and interact with staff and other organizations.Establish and monitor performance measures for continuous improvement.Coordinate with staff and project managers to meet contractual project requirements.
