Procurement Manager (TC) Job ID: 10339 Business Unit: MTA Headquarters Location: New York, NY, United States Regular/Temporary: Regular Department: Office of Procurement Ops Date Posted: Feb 3, 2025 Description JOB TITLE: Procurement Manager (TC) SALARY RANGE: $100,000 - $120,000 HAY POINTS: 571 DEPT/DIV: Procurement SUPERVISOR: Director, Procurement LOCATION: 2 Broadway HOURS OF WORK: 8:00am - 4:30pm This position is eligible for one (1) day per week of telework. Incumbents can apply for telework after thirty (30) days of employment. This position is "technically covered" by the Transportation Communications Union (TCU). SUMMARY: Manages team responsible for purchasing and the processing of requisitions for specified categories, typically for low to mid-level requirements leveraging non-RFP market strategies. Manages performance measurements, analysis, and tracking of target achievements for Transactional Procurement team tasked with addressing stakeholder demand across all Agencies. Delegates workload as appropriate to team members and serves as the ultimate escalation path for MTA stakeholders within Transactional Procurement. Responsible for group recruiting, staff development, and performance appraisal. RESPONSIBILITIES: + Manages team responsible for processing requisitions using non-RFP market strategies for goods and services not owned by Category Management or Sourcing. + Leverages approved buying channel strategies and directs team accordingly to ensure optimal value capture from defined processes. + Helps to define goals for the team, provides input to plans to achieve strategic targets, monitors progress of respective team, and adjusts plan to ensure goals are achieved. + Ensures the observance of compliance to standards, policies, and procedures including contributing to the development of purchasing standards and procedures. + Ensures purchasing competitiveness at an Agency level. + Participates in supplier performance reviews to improve or maintain timely, issue-free delivery of products and services. + Manages critical business relationship with external suppliers and business stakeholders, including policy interpretation and guidance to stakeholders and contractors. + Manages issue escalations for related Transactional Procurement activities. + Collaborates with the Legal Department regarding legal and contractual issues and/or litigation by providing information, documentation and depositions, as required. + Prepares materials for Federal Triennial Audits, as required. + Delegates assignments and monitors team progress, manages team to prioritize objectives and lead them to completion. + Responsible for the recruiting, development and performance appraisal of assigned staff. KNOWLEDGE, SKILLS, AND ABILITIES: + Supply chain management, bidding and sealed bidding processes, contract writing and administration. + "Best practice" knowledge of procure-to-pay processes, related policies, procedures, and risks, with ability to apply understanding to daily work. + Collaboration skills with ability to build effective relationships, as well as influence peers, customers, business partners and staff. + Project management skills, ability to plan and track, remove barriers, manage change, resolve conflict, build consensus, and motivate team members across multiple concurrent projects. + Strong verbal and written communication skills with ability to tailor messages to the given audience, present information in a clear and concise manner. + Strong prioritization and organization skills, with ability to multitask in a fast-paced and challenging environment. + Experience using ERP Purchasing applications and other procurement-related software. + Knowledge of government procurement requirements such as sealed bids, advertising requirements, and diversity spend targets.
