Purpose of the Job

SNV is seeking a dynamic and pragmatic professional to support SNV in delivering impactful, high-quality, compliant, and well-managed projects. The Procurement Operations Officer is part of operations within a country, which focuses on providing operation support services in the countries, to ensure the availability and quality of procurement and contract management system to fully support SNV operations.

The main purpose of the Procurement Operations Officer is to work as part of the operation team, managing all responsibilities related to local procurement, The procurement officer is responsible for ensuring quality in procurement management support across the Ethiopia programme

Job Description

Operation Delivery

Receive and process orders assigned by the Procurement and Admin Coordinator or responsible person from Addis Ababa or regional Offices, checking that order has been correctly filled, that quantity/specification is provided, and the order has been properly authorised.Prepare request for quotation for required suppliers and service providers, with complete specifications, indicate closing dates to receive quotations, receive quotations and prepare a bid analysis as per the received quotations. If required, prepare purchase orders (POs) ensuring correctness and details of specifications, quantities and financial information for submission and approval.Where requested, help/liaise with requesters/Budget Holders to develop specifications, availability, rough costing as per previous procurements offers or current market.Ensure compliance with SNV and donor procurement policies and procedures. Assist in the development of the vendor list and participate in market assessment as required.Assist the Procurement and Admin Coordinator and team in the process of prequalifying supplier and initiation of Framework agreements.Ensure all procurement files are held in soft copy in the procurement and contracting share point, and the completed file is correctly labelled.In liaison with the logistics team, coordinate the reception of goods from suppliers and follow up with suppliers / transporters on items missing or damaged in transit.Ensure delivery dates and time is shared with the warehouse personnel, cluster and regional focal person well in advance before delivery of the goods.Issue local tender and Facilitate evaluation of supplier offer by tender committee based on criteria.Ensure procurement is undertaken in a timely manner to minimize delay on targeted program. Ensure that assigned tasks updated in procurement tracking report in share point and system then update to Procurement specialist and other concerned parties.Develop a clear knowledge and understanding of SNV procurement and contracting procedures and application of SNV ERP as well as SBD system.Support the regional teams in procurement process and other operations related activities.Prepare and share weekly and monthly procurement report to procurement coordinator.

Additional Roles

Ensure that the following files are correctly scanned and uploaded in procurement share point.Complete Procurement files according to checklistConduct terrorist check for all suppliers and due diligence signature by suppliersEnsure that all email correspondence and electronic files are stored in a structured and organized manner (oversight and management of the shared drive for procurement)Take up any additional responsibilities assigned by the line manager.

Qualifications

Educational Qualifications and Experience

Bachelor’s degree in Procurement and Supply Chain Management, Logistics, Business Administration, Management or a related field.A minimum of four to five years of relevant experience in procurement activities.

Additional Skills

Strong knowledge and skills in procurement techniques within the context of the position.Knowledge of Donor funding regulationsProficiency in Microsoft Office applications (Excel, Word, PowerPoint) and SharePoint. Experience with ERP systems.Ability to plan with good organizational skills, including prioritization and ability to work under pressure.Good reporting and communication skills.Attention to details.Initiative and ability to follow up on issues.Interpersonal and negotiation skills.Ability to work independently and meet deadlines.High level of integrity and ethical conduct.

Additional Information

Contract Type: National - Full time

Expected start date:  As soon as possible

Duty Station:  Addis Ababa

Contract Duration: One year with the possibility of extension based on performance and budget availability.
