About the role
The Procurement Specialist is primarily responsible for managing the local/regional Procurement process in accordance with established Covanta procedures and policies. This role owns all facility Procurement activities from Supplier qualification through performance management and will be responsible for all related supplier onboarding activities as well as assuring compliance with supply scopes, company policies, and acceptable business practices. The Specialist develops effective working relationships with Facility Operations, Engineering and Maintenance teams and acts as an advisor for all contractual rights and obligations.
Specific accountabilities Include (but are not limited to):
Supplier qualification and relationship management
Request for Proposal (RFP), bid receipt, market comparisons, evaluation and analysis, and negotiations
Coordination and participation in bid review conferences/walk-downs
Finalization activities (negotiations, awarding of contracts, follow-up, dispute resolutions)
Purchase order placement and expediting
Leading total cost reduction initiatives. Support supplier quality assurance programs
Supplier performance analysis, and contract compliance oversight, to determine the necessity for amendments or contract extensions
Compilation of data for preparing cost reporting in support of the annual budgeting process
Providing training and instruction to internal clients on Procurement systems
Management of supplier interface, strengthening the supplier base through supplier visits and technical conferences
Attendance of Corporate and regional Procurement meetings and conferences as required
Leading and/or facilitating the activities of facility personnel (End Users) who are engaged in formulating the scope of supply
Sourcing of maintenance spare parts from other Covanta facilities to maintain the corporate inventory pool to an optimum level between facilities that share common spare parts
Education:
A Bachelor’s Degree is required; preferably in Supply Chain, Finance, or technical discipline.
ISM and/or APICS certification is highly desired, but not required.
Experience:
3+ years of relevant procurement and supply management experience is required
Knowledge, Skills, and Abilities:
Knowledge of procurement contracting legal aspects and procurement contracts. Risk management, warranty, and liability
Comfort in working between office and highly industrial environments (heat, odor, etc.)
High level of safety awareness and championship
Strength in developing respectful partnerships with both key stakeholders as well as suppliers
Demonstrated negotiation skills with an ability to make decisions based on data and trends
An ability to develop and report key performance indicators (KPIs)
An understanding of Total Cost of Ownership (TCO) modeling, contracts, and change management. Understand the difference between lump-sum and Time & Materials contracting
Physical Demands:
