Summary: The Procurement Specialist II will support the Force Projection Directorate (FPD) for US Army Medical Materiel Agency (USAMMA). Responsibilities Essential Job Functions: The Contractor shall analyze, monitor, review, and select best source through identification of new or revised products and initiates action in eliminating product deficiencies. The Contractor shall monitor Prime Vendor, ECAT, and DLA Programs, analyze problems, and identify solutions throughout the Delayed Delivery Orders Life Cycle process to maintain cost and performance effectiveness. The Contractor shall monitor status from Vendors and work off failed status documents. The Contractor shall monitor Purchase Requisitions and execute Purchase Orders based off identified sources. The Contractor shall manage Purchase Order rejections and cancellations; request updates to contracts and source files as required by product changes or vendor cancellations. The Contractor shall monitor discrepancies reported by the site’s receiving section to adjudicate validity of the reported discrepancies and resolve issues with the vendor. The Contractor shall evaluate Purchase Orders for aged due-in management and potential resourcing to other vendors. The Contractor shall use ERP systems such as SAP and be familiar with DLA contract vehicles such as the DLA Prime Vendor Program, ECAT and ECAT-Readiness contracts for the procurement of medical supplies. The Contractor shall develop, plan, organize, coordinate, execute, review, and report the needed acquisitions for individual medical and non-medical requirements to meet FPD needs. The Contractor is responsible for order processing for FPD requirements against control parameters, resolving order exceptions, and managing order fulfillment from FPD APS, UDP and MMRP centrally managed programs to meet the requirements. The Contractor shall determine whether there are equivalents, substitutes, or standardized items to meet the requirement. The Contractor shall correct all failed status documents associated with TEWLS orders to include but not limited to unit of issue changes and price increases. Qualifications Necessary Skills and Knowledge: Excellent analytical and problem-solving skills, with the ability to make data-driven decisions. Proficiency in procurement software and MS Office suite. Knowledge of procurement best practices, regulations, and compliance standards. Excellent communication and interpersonal skills. Minimum Qualifications: Requires 4 -7 years of related experience Experience with data analysis, reporting, and process improvement methodologies Must be a US citizen Ability to successfully pass a employment background check Preferred Qualifications: Associates degree in a related field Certification in logistics or supply chain management is a plus Background in CONUS and OCONUS logistical planning and ordering DOD Medical logistics experience and TEWLS knowledge The salary range for this position is $80,000 to $95,000 annually.
