Procurement Supervisor

PCSI is looking for a Procurement Supervisor on an upcoming logistics/procurement contract with SWRMC! The Procurement Supervisor oversees the ordering, receipt, and control of supplies and equipment and supports all procurement-related work on the contract. This role also supervises and plans the work Buyers who prepare and execute material orders.

This position is based at Southwest Regional Maintenance Center at Naval Base San Diego.

Benefits Include:

Base pay of up to $95,000 depending upon experience. Annual bonus of up to 6%. 21 days of PTO per year, in addition to all federal holidays. Medical, dental, vision, and other coverage: employer contribution offered to cover employee-only tier. 401k plan with matching on contributions up to 6%.

What You'll Do as Procurement Supervisor:

Prepares standard operating procedures (SOP) for all procurement functions and provides guidance and support for all procurement-related matters.  Discovers ways to improve the bidding process, places bids to obtain the business of new vendors, negotiates contracts and contract renewals, and monitors all aspects of the terms of contracts.  Supervises the procurement of supplies, equipment and material.  Procures and maintains adequate stock levels based on historical usage data, criticality of parts, and procurement lead time.  Oversees the receipt, storage, organization control, accountability and issuance of expendable and non-expendable items (e.g., office supplies, equipment, furniture, tools and other materials).  Maintains and updates schedules for procured items.  Provide supervision of assigned contract employees, and ensure the work identified in the contract is performed properly, on time, safely and within budget.  Screens all requisitions to ensure proper authorization and allowances, and ensures the requisitions are compliant with contract and corporate SOPs.  Oversees and supervises the work of subordinates and provides guidance/assistance.  Plans work to be accomplished by subordinates, set priorities and prepares schedules for completion of work.    Develops performance standards, evaluates performance of subordinates and, as appropriate, recommends awards.  Schedules and approves employee leave and initiates personnel actions and provides input, review and certifies job descriptions.    Effects minor disciplinary measures such as warning and reprimands and recommends action in the more serious cases.  Identifies the developmental and training needs of employees.  Administer corporate personnel policies in accordance with contract and Employee Handbook.   Support Human Resources in investigations, inquiries and implementation of actions and policy.  Ensure contractual compliance through surveillance, audits and hands-on inspections of work and taking immediate action when work is not completed to standards.  Process employee time sheets, new hire and termination paperwork and all other administrative tasks by established deadlines.

What You'll Need to Be Successful:

Requires and bachelor’s degree or minimum of 5 years of related experience and/or training; or equivalent combination of education and experience. Requires extensive knowledge of Microsoft Office applications and PC functions, procurement/inventory software, as well as federal laws such as FAR, CFR, SCA, OSHA, ADA, EPA, and JCAHO.  

Knowledge, Skills and Abilities:

Ability to work with little supervision and maintain a high level of performance.  Possess advanced written and oral communication skills.  Possess extensive analytical and problem-solving skills.  Ability to be a self-starter and have strong time management skills.  Ability to work well under pressure, multi-task and handle multiple priorities.   Ability to remain seated for up to 6 hours a day.  Ability and willingness to exert disciplinary action as needed as well as delegate authority.  Ability to work both with minimal supervision and as a team player. 

Other Requirements:

Ability to pass criminal, financial, drug, and driving screening.  Ability to work outside in inclement weather as needed and be exposed to various dirt, debris, and odors.   Ability to respond to after-hour emergency calls as determined by the Contracting Office Representative (COR).  Ability to work any time or day of the week, including weekends and holidays.  Ability to travel up to 25% locally.  Ability to be insured as an authorized driver for the Company.  Possess a valid driver’s license and maintain good driving record.  If required, ability to obtain and maintain security clearance and base access to assigned site(s).
