Product Owner w/EDI Experience
Overview TISTA Science and Technology is seeking aProduct Owner w/ EDI experience who will work as a subject matter expert working with EDI data and business processes. Responsibilities + Product Vision and Strategy + Define and communicate the product vision, goals, and roadmap for the Electronic Branch Exchange (EBX) system in alignment with the VA's mission and objectives . + Act as the primary advocate for V eterans, ensuring solutions are V eteran-centric and address their needs effectively. + Backlog Management + Create, prioritize, and manage the product backlog, ensuring clarity and alignment with business priorities and stakeholder expectations. + Assist with writing detailed user stories and acceptance criteria that are actionable for the product team. + Stakeholder Collaboration + Work closely with VA business units, product teams, and external partners to gather and refine requirements. + Facilitate ongoing communication between stakeholders and the product team to align deliverables with expectations. + Agile Development Leadership + Serve as the primary decision-maker during sprint planning, reviews, and retrospectives. + Provide clarity and guidance to the product team on priorities and expectations. + Ensure the delivery of high-quality, incrementally developed features and stories within specified timelines. + Data Security and Compliance + Ensure that all solutions adhere to federal security, privacy, and accessibility standards. + Collaborate with compliance and legal teams to align with VA regulations and policies. + Performance Monitoring and Feedback + Define and track key performance indicators (KPIs) to evaluate the success of the product capabilities delivered . + Gather and analyze feedback from end-users and stakeholders to drive continuous improvement. + Change Management + Actively participate in organizational change initiatives to ensure smooth adoption of enhancements and new features. + Provide training materials, demonstrations, and support to end-users as needed. Qualifications + 5+ years of experience as a Product Owner, Product Manager, or in a related role, preferably in a government or enterprise IT environment. + Proven track record of managing product development for electronic business exchange systems or similar platforms. + Strong understanding of Agile methodologies (e.g., Scrum, SAFe ) and experience working in Agile teams. + Knowledge of electronic data interchange (EDI), APIs, and secure data exchange protocols. + Familiarity with federal IT policies, standards, and compliance frameworks, including FISMA, NIST, and Section 508. + Exceptional communication, collaboration, and stakeholder management skills. + Ability to translate complex technical requirements into actionable user stories and priorities. + Strong problem-solving skills and ability to make data-driven decisions. + This role requires high-level of professionalism; and oral and written communications skills since there is a high level of interaction with the customer. Preferred: + Experience in the Department of Veterans Affairs or other federal government agencies. + SAFe Product Owner/Product Manager (POPM), Certified Scrum Product Owner (CSPO) or equivalent certification. + Familiarity with Behavior-Driven Development (BDD) and Human-Centered Design (HCD) principles. + Experience with tools such as Jira, Confluence, or similar product management platforms. + Knowledge of the VA's mission, veteran needs, and federal electronic business processes. Education: + Bachelor’s degree in Computer Science , Information Systems, Business Administration, or a related field.
