Summary You will serve as a PRODUCTION CONTROLLER (HULL) in the Hull Planning Branch (TRF-427) of the Maintenance Planning Division (TRF-420), Planning Department (TRF-400) of TRIREFFAC KINGS BAY. Responsibilities You will serve as a Production Controller planning corrective, preventative maintenance and alterations associated with complex submarine hull and structural systems, subsystems, and components. You will keep the Planning Supervisor, shop supervisors, and project teams appraised of any change in material status, material delays, and work to ensure the timely and effective material and service procurement supports the scheduled refit period. You will utilize available resources to research material requirements, material availability and to provide cost estimates to aid in the procurement and/or substitution of material for long lead time, obsolete, or unavailable materials. You will utilize various computer systems, software programs and internet/online, databases to enable effective refit planning and material requisitioning. You will contact outside activities and agencies when material requirements are not supported by the supply system. You will identify sources for procurement of NSN items via open purchase, and solicit vendor material estimates and price quotes for contractor services and material requisitions. You will prepare and track requisitions, statements of work (SOW), Sole Source/Urgency requests and other documentation required to support contracting for material requisitions and/or vendor services. Requirements Conditions of Employment Qualifications GS-10 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience coordinating difficult acquisitions and difficult to obtain material; utilizing NAVSUPWSS item manager, Naval Supply Systems Command (NAVSUPP) and Defense Logistics Agency (DLA) to obtain required materials. Experience conducting research of technical information and specifications during planner preparation of work pager material lists and utilizing available resources to research material requirements, material availability and to provide material cost estimates, and to aid in the procurement of required materials. Experience soliciting vendor material estimates and price quotes for contractor services and material requisitions. Experience preparing and/or tracking requisitions, statements of work (SOW), sole source and urgency request and other documentation required to support contracting for material requisitions and/or vendor services. Experience utilizing various computer systems, software programs, and internet and online databases required to accomplish duties to enable effective refit planning and material requisitioning. Experience coordinating and interfacing with shop supervisors and project teams to ensure the timely and effective material and service procurement supports the scheduled refit period. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience tracking all critical material requirements and all long lead-time material procurements. Experience monitoring progress of both internal and external suppliers and follow up to ensure the project schedule needs are met. Experience identifying obsolete or unavailable materials and researching and/or making recommendations regarding technical resolutions and/or substitutions. Experience contacting outside activities and agencies as required when material requirements are not supported by supply system and identifying sources for procurement of NSN items via open purchase. Experience accessing and using various computer systems, software programs, internet and online databases required to accomplish duties to enable effective refit planning and material requisitioning. Experience keeping the applicable planning supervisor appraised of any changes in material status, material delays, and work to resolve DLA's part inventory shortage. Overtime or night differential pay and/or unusual duty hours may be required. The work requires moderate physical exertion. It requires the incumbent to work aboard submarines, industrial areas and within shops that may require periods of walking, standing, vertical climbing, crouching, stooping, bending, reaching and moderate lifting. The incumbent may also be required to perform these and other functions in confined or potentially dangerous compartments and tanks aboard ships and submarines.
