Summary This position is on the Region 5 Engineering staff with a duty station of Vallejo, Nevada City, Placerville, Willows, Camptonville, Foresthill, Sierraville, or Truckee, CA. The incumbent serves as regional program leader, advisor, and consultant with responsibility for the management and oversight of the Regional Abandoned Mined Lands (AML) Safety Closure Program. Program manager the Regional Abandoned Mined Land Safety Closure program and activities, including the review of long- and short-range plans and designs submitted by Forests, contractors and collaborative partners. Coordinates and administers Regional AML targets and funding requests and distribution and works with collaborative funding partners to assist with project financial shortfalls as available. Advises forest line and resource staff on site prioritization and provides training and guidance on the selection of the most suitable and appropriate AML closure methods for each project. Oversees the preparation of scope of work and government estimates for contracted services or agreements. Monitors work order progress and finances. Recognizes and troubleshoots problems or potential problems early and initiates or develops solutions with partners, contractors, or workforce. Coordinates and attends meetings, briefings, and conferences with Forest Service officials and employees, counterparts from other Forests or Regions, and technical specialists from other government entities or private industry. Develops and fosters strong and effective working relationships internally with other Federal, State, and local agencies and with operators and holders to facilitate district program understanding and success. Plans and develops annual program and project specific AML budget for the individual Forests and the Region. Develops short and long-term projection of program and project needs. Keeps abreast of changes in federal and state legislation and budget allocations and understands the unique organizational makeup and politics of the geographic regions to identify current and future needs. Specialized Experience Requirement: For the GS-11: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR an appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Qualifying specialized experience is defined as three or more of the following: Assists in reviewing long and short-range abandoned mine safety mitigation plans and designs submitted by units, the Regional Abandon Mine Lands (AML) team, as well as contractors and collaborative partners; AML subject matter expert; helps advise unit line and resource staff on site prioritization and provides training and guidance on the selection of the most suitable and appropriate AML closure methods for each project; Plans and develops annual program and project specific AML budget for the individual units and the Region. Develops short and long-term projection of program and project needs, including staffing, budget, schedule, and equipment and supplies. For the GS-12: You must have one year of specialized experience equivalent to at least the GS-11 grade level. Qualifying specialized experience is defined as three or more of the following: Review and analyze long and short-range abandoned mine safety mitigation plans and designs submitted by units, the Regional Abandon Mine Lands (AML) team, as well as contractors and collaborative partners; AML subject matter expert, leads or directs interdisciplinary teams for evaluating the impacts of AML sites and the prioritization of AML safety closure projects to ensure that those sites that pose critical safety hazards to the recreating public and agency employees are prioritized; Advises unit line and resource staff on site prioritization and provides training and guidance on the selection of the most suitable and appropriate AML closure methods for each project; Plans and develops annual program and project specific AML budget for the individual units and the Region. Develops short and long-term projection of program and project needs, including staffing, budget, schedule, and equipment and supplies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. Education See Qualifications section for Educational requirements. Additional Information Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with Region 5 Regional Office of the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met. If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is not guaranteed. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
