Summary This position is located in the U.S. Department of Agriculture (USDA), Rural Development (RD), Rural Housing Service (RHS), Single Family Housing (SFH). This position reports to the SFH Deputy Administrator. This office provides national level oversight to the RD's SFH Direct Home Loans, Repair Loans and Grants, Mutual Self-Help Housing, and other grant programs. This position is neither remote nor virtual. The selectee must report to a USDA Rural Development office nearest them. Responsibilities Advises the Deputy Administrator, Senior Policy Advisor, Directors and/or other top SES, Senior leaders, State Directors, and Housing Program Directors on appropriate housing practices in support of RD SFH program planning and execution. Fosters creative problem solving among state and national housing staff, customers, and stakeholders. Serves as a representative and lead on workgroups, teams, committees, and boards on behalf of RHS dealing with complex and challenging issues that address employees and customers in the states Reviews policies and programs of other Federal and State Housing programs to provide guidance to applicable state and headquarters staff. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time-in-Grade Requirement: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal. For GS-14 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to an equivalent to at least the GS-13 grade level; or its non-Federal equivalent that demonstrates: strategic planning, economic modeling and impact analysis, providing leadership and guidance of the full loan and grant lifecycle of work and associated technical, legal, and legislative requirements supporting RD's SFH loan, grant, technical assistance and administrative activities. (1) knowledge of analytical and evaluation methods for the assessment and improvement of RD programs to include knowledge of USDA/RD/government-wide program goals and objectives; (2) provide guidance to the Administrator, Deputy Administrator, and other senior socials on issues pertaining to exceptionally controversial and highly visible policy, accountability, and management issues and initiatives; and (3) develop creative alternatives to address critical policy and program concerns. There is no substitution of education for experience at the GS-14 level.
