Responsibilities Serves as a Senior Analyst providing advisory, analytical and liaison services for Army MWR Construction. Independently develops, initiates, and implements major projects, and exercises wide latitude in executing long-range, short-range, and day-to-day operations. Designs and develops Regional or Army-wide data collection instruments for program evaluation. Develops comprehensive assessment and evaluation criteria to systemically measure the effectiveness, efficiency, and productivity of the programs. Monitors problems, develops recommendations, and develops problem-solving techniques to ensure optimum program achievements and consistency with Army objectives and goals. Presents findings and recommendations at briefings, including Congressional, DoD, HQDA, and MACOM level conferences, seminars, and meetings. May represent IMCOM at official functions and public events, briefing local interest groups and city officials to promote community relations and involvement in the program. May be required to evaluate installation programs and/or performs assistance visits. Performs other duties as assigned. Requirements Conditions of Employment Qualifications QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. MINIMUM QUALIFICATIONS: Knowledge of assigned programs, the roles they play in supporting total Army programs, and their contribution to Army MWR. Knowledge of MWR construction, contracting and financial principles, concepts and methodologies required to perform various analytical techniques. HIGHLY QUALIFYING CRITERIA: 1) Bachelor's degree with a course of study in business administration, management, or a construction related field 2) Experience working in the USACE's Programing Administration and Execution System (PAX) 3) Experience working in the USACE's Construction Appropriation Programming, Control, and Execution System (CAPCES) 4) Experience working with both Nonappropriated Funded and Appropriated Funded projects, policies and procedures 5) Experience researching Title 10 United States Code, National Defense Authorization Act (NDAA), Department of Defense Instructions (DoDIs), and Army Regulations as they pertain to NAF Construction 6) Knowledge and understanding of NAF contracting and financial funding policies and procedures 7) Experience with creating presentations and presenting results using Microsoft 365 applications to include word processing, spreadsheet, presentation, and team collaboration software 8) Experience with identifying, researching, and creatively solving problems pertaining to APF/NAF construction policy and programming Education Education is not required for this position and will not be utilized in determining minimum qualifications or as a substitution for experience unless indicated in the vacancy. Situational telework can be provided for weather-related emergencies, office closures, and other situations where telework serves a compelling Agency need.
