PROGRAM ANALYST

Responsibilities You will review, write and coordinate program and acquisition documentation required to support or meet program and project milestones with multiple internal and external organizations. You will develop, coordinate, and implement program performance measures to evaluate programs for a major organizational segment of an agency, such as a regional office, center, or major field installation. You will provide significant input into the planning, development and execution of the budget request, obligation and execution tracking, and spend plan development. You will perform analysis of interrelated complex issues of functional and technical subject matter and simplifies outcome for written and oral presentation to senior leaders. You will establish and develop methodology to conduct analytic assessments in accordance with developed and published project plans (such as integrated master plans and schedules). You will conduct analyses of individual programs, functions, and organizations to determine whether the management systems in current use effectively accomplish the objectives sought. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NH-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing detailed research and analysis to support program milestones, manages documentation, OR provides expert guidance to enhance processes; and review/interpret contractual documents, performance metrics, OR budget tasks. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Relocation incentives as described in 5 USC 5743 may be authorized in accordance with applicable regulations. PCS is not authorized. Certain incentives (such as recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
