Program Analyst
Summary This position is located in NWF (HQ Facilities Operations and Maintenance), Workplace Services (NW), Chief Administrative Office (N), Bonneville Power Administration (BPA). This position serves as the senior Facilities Operations & Maintenance Program Analyst and technical lead responsible for the analytical and evaluative processes related to overseeing the Integrated Facility Management Service Contract to maintain the grounds and buildings included in the IFM contract. Responsibilities As a Program Analyst, you will: Serve as the SME for Facilities Operations & Maintenance (O&M) process, procedures and Integrated Facility Management (IFM) contract administration. Identify and assess potential impacts on organizational Facilities O&M policies and work plans. Provide processes and procedures for asset data collection, metrics development and Facilities O&M reporting deliverables. Serve as the primary ADMIN Contracting Officer Representative (COR) and Subject matter expert (SME) of IFM Service Contract. Assist with the development of a comprehensive, strategic plan that supports Facilities O&M replacement program objectives. Coordinate with members of the Facilities O&M program to develop and manage the data analytics, asset management and reporting functions for the Facilities O&M team. Monitor and oversee Facility systems and subsystems routine maintenance, emergency and construction outages with the IFM vendor and team. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized Experience is defined as: Experience 1) applying facilities operations and maintenance (O&M) regulations, policies, and precedents applicable to base service contract and project management; 2) planning organizational or program studies to make recommendations to management; AND 3) using Asset Suite and PeopleSoft tools or similar applications in order to substantiate study findings, conduct appraisals of on-going programs or develop tools to improve workflows and process improvements. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
