Program Analyst
Summary This position is located at Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing, Office of Public Housing and Voucher Programs, Office of Housing Vouchers Programs, Quality Assurance Division. Responsibilities The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an Program Analyst, you will: Serve as an expert advisor on all aspects of quality assurance for the voucher rental assistance and homeownership programs, including Housing Authority (HA) performance, cost containment data integrity, and Departmental requirements. Analyze data from a variety of systems in making determinations regarding the compliance and performance requirements of the HAs in administering voucher rental assistance and homeownership program funds for maximum benefit in their local communities Perform complex onsite and remote review and analysis of a wide variety of performance, leasing, financial and market data to determine the effectiveness of Public Housing Authorities (PHAs) performance and or the programs operations. Use information from these analytical reviews to identify programmatic errors, management weaknesses, inappropriate administrative policies and procedures, cost or financial management errors, and data integrity problems. Utilize a variety of computer applications to gather and analyze data and project future trends, costs and activities. Recommend appropriate solutions to complex operational problems and takes an active role in presenting, implementing, and or overseeing the needed changes. Provide expert technical assistance to PHAs, HUD field and Headquarters staff, and others as necessary on issues relating to the quality assurance function and on the development and implementation of program design and operation corrections and improvements. This is a mobile position, selectee will be required to work 100% of the time in a non-HUD owned space, 50% of that time will require the employee to travel to sites outside of their homebase site. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free, home-based worksite with reliable high speed internet connectivity. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirement. Employees may experience an environment that involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated. Qualifications You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: -Performing on-site and remote monitoring reviews and analysis of financial or program policies, procedures, and practices of Public Housing Authorities; AND -Utilizing a variety of computer applications to gather and analyze data or project future trends related to public housing programs; AND -Recommending ways to improve the productivity of work operations of Public Housing Authorities. Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: -Experience preparing written material such as recommendations, procedures, or correspondence for a variety of audiences; AND -Performing analysis of financial or program policies, procedures, and practices of HUD housing programs; AND -Utilizing a variety of computer applications to gather and analyze data or project future trends. Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: Experience assisting with analytical reviews pertaining to HUD housing programs; AND Experience using variety of computer systems to gather and analyze data. OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR Combination: You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the education requirement must equal at least 100 percent. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Education The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
