The NISC IV program at Leidos is seeking a Program Analyst to directly support the Federal Aviation Administration Regional Office in Anchorage, AK. 

The Program Analyst provides planning, networking, and coordination among all regional and headquarters' organizations involving National Air Space (NAS) implementation integration efforts and related to developing and implementing a new business decision for the Visual Weather Observation System Program (VWOS).

Provide expertise in all aspects of the complete programmatic and project management lifecycle, including assistance and recommendations to FAA management directly affect the conduct and attainment of agency goals.

The following specific tasks are to be accomplished:

Provide expertise in all aspects of the complete programmatic and project management lifecycle.Establish detailed draft program and project budgets and cost estimates associated with VWOS Program requirements, according to programmatic recommendations, standard cost estimating practices.Develop detailed implementation schedules based on the complete project lifecycle, and manage the project change management process taking into account regional and project specific variations.Develop new draft program documentation and maintain current project documentation and project files.Monitor, analyze, and record all resource requirements based on national recommendations, taking into account regional variations such as climate, time and seasonal constraints, location, and other project specific details.Regularly track and report on work progress against the established plan of performance.Perform an analysis on material use and project equipment status in order to accurately track actual project progress.Coordinate with Vendors and Project Stakeholders. Develop and coordinate risk mitigation plans to track and reduce risk impact on projects. Assist program management with business case and program documents, schedules, stakeholder communication, and other program and project level documentation.

Please Note:  One must be able to work onsite in Anchorage, Alaska.  Potential telework eligible (1-2 days) with manager’s approval, but subject to change to the requirement of FAA. Could be reduced to fully onsite, as telework opportunity is subject to change.

Required Qualifications:

Bachelors degree with 4+ years of prior relevant experience OR Masters degree with 2+ years of prior relevant experience.  Additional years of relevant experience (8 or more years) may be considered or accepted in lieu of degree.Experience supporting multiple complex projects and providing effective stakeholder engagement to ensure projects are completed on time and on budget.Experience with Microsoft Office Suite.To be eligible for Public Trust Security Clearance, one must be either a U.S. Citizen OR a U.S. Permanent Resident/Green Card holder OR working in the USA with a temporary protected status (TPS) visa who has resided in the U.S.A for the past 3 years of the past 5 years consecutively with No breaks OR leaving the country.  One must be able to show documentation of proof once asked by security or the FAA. 

Desired Qualifications:

Experience supporting the Federal Aviation Administration or other government agency preferred.PMP Certification.Primavera and MS Project.Aviation Weather and/or Aviation experience.

Pay Range:Pay Range $68,900.00 - $124,550.00
