Program Analyst
Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Program Analyst. Duty Location: Boise, Idaho Responsibilities As a Program Analyst your duties will include but are not limited to do the following: Administers the region's GPRA program based on policy and guidelines. Develops and implements region-specific guidance and direction. Establishes, tracks, and collects measurable performance goals for compilation into DOI's Strategic Plan annual report. Identifies indicators that present problems in data collection and develops corrective measures to ensure reporting is linked to budget and performance goals. Performs a variety of program and project analysis work in support of the region's strategic planning, setting priorities, tracking, and executing the program and project portfolio. Recommends regional business process modifications to increase efficiencies and effectiveness of planning process. Recommends program and/or project modifications to comply with implementation plans and goals to maximize utilization of resources. Analyzes and coordinates the input of data into the Program and Budget database and monitors regional program accomplishment of scheduled activities. Through assessment, analysis and evaluation of regional project performance, creates tools to improve planning, coordination, communication, and completion of proposed work. Provides administrative and technical recommendations to ensure program accomplishment with program objectives. Performs special program analyses for projects and programs in the region, and special program analyses to assist in regional program management and budget formulation processes. Provides analyses findings through verbal and written documentation and makes presentations on completed research. Requirements Conditions of Employment You must be a U.S. Citizen or U.S. National. To qualify at the GS-11, Applicants must possess one year of specialize experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience as supporting planning and program accomplishment activities, or other technical analysis projects which may include developing, executing, coordinating or monitoring technical programs or projects related to water resources or other natural resources with supervision; prepare draft presentations or briefing papers suitable for a wide range of audiences; able to communicate in writing or verbally in an effective way with employees and managers on topics related to planning and program accomplishment activities, or other technical analysis projects. *OR* You could otherwise qualify on the basis of Education having 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that provided the knowledge, skills, and abilities necessary to perform the work of the position, *OR* LL.M., if directly related to the position being filled. *OR* You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-12, you must possess one year of specialize experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience as supporting planning and program accomplishment activities, or other technical analysis projects which may include developing, executing, coordinating or monitoring complex, technical programs or projects related to water resources or other natural resources; provide mentorship or training to employees in the management of water related activities; prepare presentations or briefing papers suitable for a wide range of audiences; able to communicate in writing or verbally in an effective way with employees and managers on topics related to planning and program accomplishment activities, or other technical analysis projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 01/06/2025.
