Responsibilities You will coordinate organizational operations to ensure NRH N4 Facilities products and services are available to meet customer requirements. You will provide program leadership, policy guidance and subject matter expertise in the N4 Infrastructure Investments portfolio for Facilities programs. You will analyze program impacts for N4 Facilities programs such as Military Construction, Unspecified Minor Construction, Utilities, and Facilities Planning. You will analyze N4 Facilities program requirements impacting budgetary and financial policy to identify recommendations, close requirement seams and gaps, and prioritize expenditure of funds. You will evaluate the effectiveness of N4 Facilities programs supervised in terms of Department of Defense/Department of Navy policy, and regulatory compliance. You will brief senior leaders on long-range plans, goals, or objectives to gain support for N4 Facilities program initiatives You will assess the impact of plans, policies, and resources on an organization’s mission. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Effectively communicates; laws, regulations & DON guidance to various stakeholders for compliance; 2) Manages the development of long-range, intermediate, and short-term plans of serviced programs; 3) Perform data analysis to create comprehensive presentations and reports for senior leadership; 4) Develop and executes solutions to resolve issues of varying complexity; 5) Interpreting Navy and Department of Defense missions in relation to shore requirements. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service The position often requires irregular hours Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable regulations. PCS is not authorized. Physical Demands; The work is generally sedentary with a requirement to stand for 30-40 minutes while briefing. On occasion, the incumbent may be required to perform site investigations which involve walking, climbing, stooping and bending. Work Environment: Work is predominantly in an office environment. However, the incumbent may perform site visits to installations. During such site visits, incumbent may be exposed to noise, adverse weather conditions, high temperature from steam lines, dust, blast hazards, confined spaces, etc. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
