Summary This position is located in Integrated Solid Waste Management Program (ISWMP)., Naval. Facilities Engineering Command (NAVFAC) Mid-Atlantic (MIDIANT). ISWMP is responsible, for all solid waste and recycling issues in the NAVFAC MIDLANT Region. The incumbent may be assigned to a similar position at any site or duty workstation, within NAVFAC MIDLANT'S area of responsibility. The incumbent is responsible for program management and administration in support of solid waste and recycling funds. Responsibilities Responsible for the financial and administrative oversight of the Regional Qualified Recycling Program (QRP). Performs and monitors the billing and collection of term and spot sale contract revenue, and contract expenses from NWCF and NAF operations. Reviews and approves NAF timesheets in KRONOS system. Reconciles revenue and expenditure accounts and enters information into QuickBobks software program. Ensures proper procedures, and internal financial controls are maintained in the collection of revenue, payment of program expenditures, and other financial, functions. Assists Program Manager with the analysis of financial performance, and prepares financial reports on facilities and operations at various locations throughout the region. Compiles, prepares, and presents statistical and financial information accordingly. Authorizes and approved all NWGF and NAF procurement requests from installation managers. Administers NWCF and NAF contracting programs and GCPC and ensures that divisional managers adhere to the established policies and directions. Incumbent resolves routine problems independently and provides guidance and direction as needed in the day-to-day administrative and financial activities of the recycling program. Responds to internal and external inquiries, regarding the recycling program. Performs other related duties, as assigned. Requirements Conditions of Employment Qualifications Specialized experience must demonstrate the following: A minimum of 2 years of related business experience preferred Experience with QuickBooks software program preferred. Knowledge of management and business processes, and administrative practices Knowledge of governmental fund accounting and generally accepted accounting principles (GAAP) for maintaining and recording financial information. Ability to recognize, and analyze problems, conduct research, summarize results, arid make appropriate recommendations. Ability to plan, organize and prioritize assignments in order to meet departmental mission. Ability to apply guidelines and precedents in order to make sound judgments and conclusions based ort information presented. Ability to communicate effectively both orally and in writing. Ability to use computers and related software programs. (i,e. Microsoft Office (Word, Excel, PowerPoint, and .Access). The incumbent reports to assigned manager/supervisor that provides general guidance and instruction. Work is carried out independently and findings and recommendations are normally accepted without significant changes. The incumbent is allowed wide discretion and judgment in determining whether financial and administrative processes are effective in meeting overall program requirements.
