Summary About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). Responsibilities Assist with human resources management for staff covered under four separate personnel systems providing customer service on human resources management initiatives, practices and priorities. Research and provide reports covering a broad spectrum of HR areas such as performance management, staffing, classification and pay, and workforce planning. Provide assistance on tracking civilian personnel actions to include position establishments, recruitment actions, promotions, reassignments, retirements, performance evaluations and performance awards, and training. Track and monitor fill of vacant positions, including contingency positions, as well as actions submitted by detailed organizations outside of the agency. Develop program evaluation strategies; identify problem areas, deficiencies, imbalances or other similar factors that can affect performance, customer service and employee satisfaction. Serve as a Mission Partner Affiliation Sponsor, providing sponsorship and management of Common Access Cards under contract with the Agency. Maintain a high level of awareness of program and regulatory requirements, fiscal guidance, contracting regulations, management principles, and the application of technology to community and family support programs. Specialized Experience for GS 9: One year of specialized experience which includes providing customer service on human resources management (HRM) initiatives, practices and/or priorities, coordinating actions for preparation and submission of required payroll documents, tracking civilian personnel actions such as position establishments, recruitment actions, promotions, reassignments, retirements, performance evaluations and performance awards, and training, and assisting employee in-processing/out-processing and/or recognition programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, industrial management, human resources, industrial engineering, industrial psychology, public administration, political science, or government. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience for GS 11: One year of specialized experience which includes assisting in developing strategies supporting implementation and administration of HRM policy and/or strategic plans, researching and providing reports covering a broad spectrum of HRM areas such as performance management, staffing, classification and pay, and workforce planning, maintaining manpower data in an automated system, and providing guidance on a variety of management and administrative initiatives. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration, industrial management, human resources, industrial engineering, industrial psychology, public administration, political science, or government. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience for GS 12: One year of specialized experience which includes evaluating continuing changes in HRM program plans and/or funding, developing strategies supporting implementation and administration of HRM policy, budget, contracts and/or strategic plans, establishing goals and measures to advance programs, identifying problem areas, deficiencies, imbalances or other similar factors that can affect performance, customer service and/or employee satisfaction, and providing recommendations to streamline and/or improve administrative processes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-[insert 11 or above]). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS 12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement for GS 9: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-7). Time in Grade Requirement for GS 11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9). Time in Grade Requirement for GS 12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). A writing sample may be required by management within the interview process.
