Summary About the Position: Serves as a Program Analyst for Programs Section within the Planning, Programs, and Project Management Division. Responsible coordinating for preparing special and miscellaneous analytical and administrative reports related to large complex projects such as those identified as mega projects. Responsibilities Develop, defend and monitor execution of the annual Civil Works budget. Analyze project and program budgets to maintain organizational requirements, monitor project expenses, and manage program and project account balances. Extract, compile and organize financial information to develop charts and graphs to convey pertinent data, such as expenditures, trends, performance, and goals. Communicate with leadership, program managers, project managers, resource management, field offices and other technical functions on programs, processes, funding or resource requirements to accomplish a project. Serve as a primary point of contact for a program or functional area with higher headquarters. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
