Summary About the Position: Serves as Lead Defense Travel Administrator assigned to Eighth Army, Assistant Chief of Staff, G8 with the responsibility to perform direct coordination of the Defense Travel System (DTS) program by providing assistance to travelers and administrators command wide. NOTICE: Please read ROK entry requirements in "How to Apply" section. Responsibilities Position may be filled at either the GS-11, full performance level GS-12 level OR the GS-12 grade level. If selected at the GS-11 grade level, duties will be performed in a developmental capacity. Applicants selected at the GS-11 grade level may be promoted without further competition after meeting all qualifications and requirements for the next grade level and with supervisor's recommendation. Promotion is neither guaranteed nor automatic. Assists travel management with the administration of the 8A and Major Subordinate Commands (MSCs) travel program. Oversees assignment of appropriate permission levels to management officials and travelers for their respective role in the Defense Travel System (DTS) hierarchy. Provides interpretations of Joint Travel Regulation (JTR) to personnel. Reviews requests from personnel and initiates requests for advance decisions on per diem, travel allowances, and entitlements. Utilizes the DTS Travel Compliance Tool application that reviews all the DTS claims ensuring they are paid in accordance with DoD Travel Regulations and Travel Policy memorandum. Provides and coordinate DTS training to all command-wide Organizational Defense Travel Administrators (ODTAs) and administrators. Prepares recurring, scheduled and unscheduled, on-site and virtual DTS training to headquarters staff and 8A subordinate units. As the HQ 8A subject matter expert for all things DTS related, serves as part of the 8A G8 Organizational Inspection Program (OIP) team member representing 8AG8, to form DTS inspection on all MSCs G8/S8/Resources Management Offices. Remains up-to-date on all DTS directives and communicates changes to 8A travelers, primarily through ODTAs, command-wide leaders and management officials. In order to qualify at the GS-11, full performance GS-12 grade level, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience at the GS-11 Grade level: One year of specialized experience equivalent to the GS-09 level in the Federal service, duties to be performed in a developmental capacity which includes 1) assisting in providing technical guidance, leadership, and direction involving the effectiveness, efficiency and productivity issues of mission-oriented programs; AND 2) assisting in conducting periodic reviews throughout the command to determine the effectiveness of management controls; AND 3) assisting in providing technical guidance on more complex issues concerning various management programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M if related. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience at the GS-12 Grade level: One year of specialized experience which includes 1) providing technical guidance, leadership, and direction involving the effectiveness, efficiency and productivity issues of mission-oriented programs; AND 2) conducting periodic reviews throughout the command to determine the effectiveness of management controls; AND 3) providing technical guidance on more complex issues concerning various management programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). MILITARY SEPARATED (NON-RETIREE): Military members may be appointed while on terminal leave, before the effective date of their military separation. Your overseas time served will not reset upon accepting this assignment. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--substitution of education may not be used in lieu of specialized experience at the GS-12 grade level. Substitution of education may be used in lieu of specialized experience at the GS-11 grade level. U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement. Locality pay does not apply in the overseas area. If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12. If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI 1342.12 and DoDM 1342.12. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions. Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250. For positions in a foreign country, that country's laws or international agreements may have a direct impact on the ability of an employee's same sex domestic partner or spouse to accompany the employee and receive certain benefits.
