PROGRAM ANALYST
Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a Program Analyst, Position Description Number D1905000 and is part of the USPFO Supply and Services Branch of the Vermont Army National Guard. The purpose is to monitor and ensure effectiveness of operations regarding logistics accountability. Responsibilities (1) Develops sampling plans and procedures for validating unit/activity accountability and inventory certifications. (2) Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. (3) Collectively evaluates management effectiveness of property management functions and informing management of their programs. Coordinates and/or conducts management studies of organization, staffing, work measurement, methods, or procedures. (4) Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives. (5) Interprets a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices. (6) Advises the USPFO, DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation. (7) Develops processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. (8) Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. (9) During the assessment, the examiner reviews and ensures ground safety, fire prevention and security standards are being followed. (10) Responsible for on the spot corrective assistance and guidance to unit/activity personnel during the conduct of the evaluation/review. (11) Coordinates with other logistics sections within the USPFO and Joint Force Headquarters to resolve technical problems concerning supply and equipment authorizations and accountability. Requirements Conditions of Employment Qualifications NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 excepted service position that requires membership in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. OPEN AREAS OF CONSIDERATION: AREA 1, 2,3, 4 Area I: All current On-board Permanent and Indefinite Dual Status 32 and Title 5 (Competitive and Excepted) Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Vermont National Guard members who are in permanent or indefinite technician status as a result of being competitively hired within that National Guard component applying for a position within the component which they are currently employed. Area II: All Members of the Vermont Army National Guard. Area III: Currently assigned service members in other branches of the military outside of the VTNG, to include those assigned to Active Duty, Reserve or other state's National Guard. Area IV: All individuals able to and willing to become members of the Vermont National Guard including prior service not currently assigned to a military component and non-prior service US civilians. Military Grades: Enlisted: PV1/E1-SFC/E7 MINIMUM REQUIREMENTS GS-09: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE GS-09: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management. Knowledge of organization mission, logistics capabilities and requirements, to effectively communicate scope of the review, including regulatory standard, discrepancies and recommend corrective actions during entrance, and exit briefings to applicable unit/activity, staff, and directorate personnel. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
