Program Analyst
Summary This position is located in the Drug Enforcement Administration (DEA), Information Systems Division (TC), Business Program Management Section, Business & Strategic Management Unit. This position(s) primary purpose is to support the Business & Strategic Management Unit providing analysis and assessment of division-wide initiatives, projects, or programs with strategic, enterprise, or tactical impacts relative to the agency strategy. Responsibilities As a Program Analyst, your typical work assignments may include: Coordinating program data analysis of overall financial status of the programs, including the obligation and expenditure of funds, in combination with IT program progress, performance, and potential concerns and/or issues to verify cost, schedule, and scope data. Consulting with other specialty area experts to develop applicable plans for analyses and evaluations of the DEA IT portfolio of programs and projects. Performing assessments to communicate to management the effectiveness of contract administration. Producing metrics and reports, including visualizations, based on qualitative and quantitative data that will be used as guidance for management decision making. Proposing and implementing repositories for knowledge management of documents relevant to assignments and managing repositories to ensure appropriate stakeholder access. Applicants applying for the GS-12 must meet one of the following requirements: Must have one (1) year of specialized experience equivalent to at least the GS-11 level or pay band in the Federal service that includes performing the following duties:1) Assisting with research and investigation of new or improved IT business and management practices for application to IT projects, programs, or operations; 2) Assisting in collaborating with project managers in development of independent government cost estimates, statements of work or objectives, or performance work statements for IT acquisitions; 3) Assisting in collecting measures and preparing reports, including visualizations, based on qualitative and quantitative data that will be used as IT project, program, operations, and procurement guidance for management decision making; 4) Assisting with writing recommendations to management based on research, findings, and associated conclusions; 5) Assisting with knowledge management and the associated technologies based on structured and unstructured data. Applicants applying for the GS-13 must meet one of the following requirements: Must have one (1) year of specialized experience equivalent to at least the GS-12 level or pay band in the Federal service that includes performing the following duties: 1) Conducting research and investigation of new or improved IT business and management practices for application to IT projects, programs, or operations and making recommendations for the implementation of them; 2) Conducting the collaboration with project managers in development of independent government cost estimates, statements of work or objectives, or performance work statements for IT acquisitions; 3) Developing and implementing data collections of qualitative and quantitative data and preparing reports, including visualizations, that will be used as IT project, program, operations, and procurement guidance for management decision making; 4) Writing recommendations in applicable report format to management based on research, findings, and associated conclusions taking into consideration administrative laws, policies, regulations, and precedents applicable to the administration of IT projects and programs; 5) Performing knowledge management with business applications based on structured and unstructured data that scales to the enterprise. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
