Program Analyst

Summary This is a TEMPORARY, INTERMITTENT position NTE 1 year located in the Bureau for International Narcotics and Law Enforcement Affairs, Office of the Comptroller/Executive Director (INL/RM/BS). The incumbent serves as a Program Analyst in domestic/foreign assignments, as needed, to supplement existing staff during times of heavy workload, when staff shortages occur, or when expertise is required for specific projects. Responsibilities Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Serves as an agency expert on oversight of national programs with precedent-setting issues. Performs work involving the analysis of the economic impact, feasibility, practicality, and effectiveness of existing and/or proposed standards, regulations, programs, and policies. Develops economic impact models, analyzes new or amended legislation. Plans, develops and conducts program analyzes of substantial scale regarding extremely complex and diversified subjects which have a significant impact on an international scale Drafts policy papers for senior staff to present to a wide variety of audience e.g. Congress, international fora, senior officials, private corporations, outlining the Department's counter narcotics/anti-crime policy stance and projected direction. Conducts cross-organizational and cross-sectoral reviews of programs; evaluate material for effective direction of U.S. narcotics control and anticrime programs overseas. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience performing analysis involving economic impact, feasibility, practicality, and effectiveness of existing and/or proposed standards, regulations, programs, and policies. Experience performing program analysis studies in the development of a counternarcotic and anticrime strategy for U.S. engagement with international organizations. Experience participating in the development of multilateral cooperation among international organizations on counternarcotic and anticrime programs and activities worldwide. Experience developing and conducting program analyses of substantial scale regarding extremely complex and diversified subjects which have a significant impact on an international scale, e.g., production processing and transshipment of drugs across international boundaries. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement.
