Responsibilities You will serve as Program Analyst in the Information Warfare Programs, Requirements and Capabilities Directorate, Programs Division (N81) at the Naval Information Forces (NAVIFOR) Headquarters in Suffolk, VA. You will develop, analyze, prioritize, and manage worldwide Navy requirements for the meteorology and oceanography (METOC) related programs. You will participate in planning for future requirements and capabilities for both the near term (1-2 years) and long term (3 years and beyond). You will develop requirements and planning documents to translate capability gaps in Fleet capability into executable actions for the OPNAV sponsor and associated Program Executive Office. You will develop or prepare inputs to concepts of operations (CONOPS), operational requirements documents or other publications as required. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: *Experience conducting Project/Program Management and managing, assessing proposed capabilities against requirements, and applying qualitative and quantitative analysis methodology. *Experience applying analytical methods and techniques to schedule and conduct projects. *Experience evaluating and prioritizing projects and tasks. *Experience utilizing DoD and DoN policy related to information management, protection, retention, and disposal and managing teams to implement validated requirements to resource requirements, manage budgets, and fund execution. *Experience applying a basic level of understanding of the mission, operations, and configuration of the Precise Time and Astrometry (PTA) mission and METOC related support. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. Occasional evening and weekend work is required.
