Program Analyst
Summary These positions are located in the Bureau of Global Talent Management. One position will be filled in Office of Talent Services, Corporate Services Division, Academic Programs Branch (GTM/TS/COR/AP) in either Washington, DC or Charleston, SC. One position will be filled in Office of Employee Relations, Care Coordination Team (GTM/ER/CCT) in Washington, DC. Responsibilities Implements management programs impacting the Bureau while recommending actions to achieve current and future program objectives and improvements. Participates in the development of policies, issuances, and directives by researching issues in assigned program areas and drafting proposed guidelines and explanatory material. Performs assigned segments or phases of projects involving development, implementation, or monitoring of sophisticated management information systems that focus on the Bureau's progress in executing long and short-range plans. Administers assigned program planning processes, conducting briefings, presentations and conferences for executive management. At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer than normal supervision than the GS-13 level. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for GS-12: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience researching program or project issues and drafting proposed resolutions or guidance. Experience performing project or program management activities to support organizational goals. Experience presenting findings and recommendations in written reports. There is no substitute of education for specialized experience for the GS-12 position. Applicants applying for GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience analyzing program operations, evaluating its policies and procedures, and providing recommendations on improving operational efficiency. Experience advising stakeholders on legislation, policies, and regulations and how they impact a federal HR program. Experience drafting guidance, instructions, and reports of findings and recommendations for program improvement. There is no substitute of education for specialized experience for the GS-13 position.
