Program Analyst
Summary This position is part of the Department of Defense . The incumbent will be responsible for assisting the Assistant to the Director (ATD) in preparing MDA Executive Leadership for engagements with Combatant Commands (CCMDs) and/or military service leadership. Synchronizes activities of MDA representatives in their respective region. Ensures MDA leadership has situational awareness of regional issues affecting MDA objectives. Responsibilities As a Program Analyst at the NH-0343-3 some of your typical work assignments may include: Serve as a MDA Liaison to USEUCOM. Interact with Combatant Command (CCMD) senior Government leadership (FO/GO and SES level) on Missile Defense System (MDS) related matters to ensure coordinated development and deployment within the CCMD Area of Responsibility. Provide operational-level interface to CCMDs for the MDS. Represent MDA and its positions and programs by establishing CCMD customer alliances, anticipating MDS integration/ coordination problems and developing solutions. Utilize the Joint Operational Planning Process to plan real-world Integrated Air and Missile Defense operations in a Joint/Combined operational environment. Assist in developing, analyzing and evaluating theater-specific Missile Defense Doctrine and Tactics, Techniques and Procedures (TTPs) related to operational missile defense planning activities. Facilitate Warfighter participation in the development of future missile defense capabilities. Capture, coordinate, solicit and provide subject matter expert (SME) input to CCMDs/Component Commands submitting requests for information (RFIs) and analysis (RFAs) to MDA. Facilitate Warfighter participation in the development of future missile defense capabilities and participation in exercises and wargames. Deliver clear and effective verbal and written reports and briefings to leaders. Requirements Conditions of Employment Qualifications You may qualify at the NH-3 if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH - NH-2 (GS11) grade level in the Federal service: Closely interacting with Senior Government leadership at the Combatant Command (CCMD), FO/GO and SES level; Experience in planning military operations associated with Maritime and Land-Based Missile Defense Systems in a Joint and/or combined environment, to include coordinating test events; Using analytical methods to gather date and perform qualitative/quantitative analysis in order to develop studies, reviews, assessment, plan, and/or schedules; Experience in using the Joint Operational Planning Process to plan real-world Integrated Air and Missile Defense operations in a joint and/or combined operational environment, to include experience in developing, analyzing and evaluating Operational Doctrine and Tactics, Techniques and Procedures (TTPs). Integrating and coordinating problems, facilitating Requests for Information/Analysis, developing sound solutions, and implementing actions to ensure mission accomplishment. (Experience must be reflected in your resume). You may be required sign a Transportation Agreement. Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July 2012. Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above. Applicants who have returned from an overseas tour, and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years. Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location. Applicants hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area. May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism. Payment for travel and transportation expenses may be authorized. This includes government paid travel transportation, shipment and temporary storage of household goods, and possibly other entitlements based upon the JTR and agency policy. You may be required to sign a transportation agreement. Most civilian permanent change of station travel entitlements are taxable.
