Summary About the Position. Serve as a Program Analyst with the Program Executive Officer Aviation in Redstone AL. Manage the financial program management for a major systems acquisition program under Project or Product Management. This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (Acq Demo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS grade 14 Step 1 to the highest equivalent GS 15 grade step 10 in the broadband. Responsibilities Lead a team of program analysts responsible for financial program management for a major systems acquisition program under Project or Product Management Translate program estimates to objectives and budgets. Identify areas needing emphasis and exercises leadership to ensure programmed system and subsystem time, cost and performance schedules are accurately established and met. Participate and support organizations with program and budget planning and reporting actions by developing and disseminating requirements, methods, justification strategies, and reporting cycle. Represent the Program Executive Office at high level conferences. Specialized Experience: One year of specialized experience is defined as:; 1) Developing internal methods, procedures, and controls to ensure adequate funding appropriations are available to the organization; AND 2) Executing current or long-range operating plans within assigned areas; AND 3) Providing financial/program over-site to organization leadership, peers, and subordinates.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03)/GS-13. You will be evaluated on the basis of your level of competency in the following areas: Decision Making Financial Management Planning and Evaluating Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-03) GS-13. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
