The primary purpose of this position is to serve as the program manager and provide military expertise in developing, planning, organizing, training, equipping, and sustaining Combat Arms Small Arms Program during the planning, programming, and budget (PPBS) cycles for peacetime missions and certain major war, mobilization, and contingency operations plans. Responsibilities Serves as Program Manager of the Air Force Combat Arms (CA) Program. Conducts research on other services, federal agencies, civilian police, and allied nation's ground combat weapons programs and initiatives in order to keep USAF current on latest training, weapons, maintenance, and ammunition technologies. Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding. Applying Combat Arms expertise, performs a broad range of highly complex and controversial qualitative and quantitative analyses of programs, policies, and issues which have major impact on Air Force Combat Arms policy in the development of long-range plans such as CA readiness issues with Air Force Expeditionary Forces, emerging friendly and enemy Tactics, Techniques and Procedures (TTP's), integration with HQ AF Weapons and Ammunition plans, and similar operations or contingency plans. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes ???????experience in combat arms expertise, weapons trainings, programs, ammunition, and maintenance; monitoring budget and funding; and conducting complex weapons research and analyses. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of Presidential Decision Directives, Executive Orders, United States Codes, Director, National Security Agency Policies, Central Intelligence Directives (DCIDs), DoD, HQ USAF, and MAJCOM policies relating to Air Force Systems with extensive knowledge of a wide range of Combat Arms programs, concepts, principles and practices at the tactical, operational, and strategic levels. Knowledge of the Combat Arms systems, practices, principles, and procedures utilized in other DoD agencies and well as what's available in the private industry to ensure state-of-art applications. Practical knowledge of the DoD and USAF budget and procurement processes to plan, organize, execute and sustain Combat Arms programs, projects, and proposals for near- and far-term. Extensive knowledge of the budgetary process, including preparing and justifying a budget and operating the budget under organizational and congressional procedures to ensure appropriate funding levels. Knowledge of the relationship of the various Air Force and Joint Service entities involved in overall planning and execution of military operations and evaluations with an understanding of the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Skill in developing, determining, analyzing, and interpreting qualitative readiness assessments of Air Force organizations using a wide range of unclassified and classified support tools such as defense readiness reporting, installation health assessment, Inspector General tools, and Security Force automated databases and Automated Readiness Information System (ARIS). Ability to formulate strategic program plans that assess policy/program feasibility and include realistic short- and long term goals and objectives. Anticipates, identifies, and consults on potential or actual problem areas relating to program implementation and goal achievement; selecting from alternative courses of corrective action; taking action from developed contingency plans. Ability to negotiate complex issues and maintain good working relations with internal and external organizational units, approaching each problem situation with a clear perception of organizational and political reality. Utilize contacts to build and strengthen internal support bases; getting understanding and support from higher level management. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
