Program Analyst
Summary About the Position: This position is in the Management Support Branch, Operations Division of the US Army Corps of Engineers, Rock Island District. Incumbent will be responsible for developing, maintaining, and monitoring the reporting systems for activities throughout the O&M program. The position also provides analysis and recommendations assuring compliance with regulations. This includes coordination of activities involved in the programming, budgeting, scheduling, and utilization of funds. Responsibilities Coordinates activities involved in the programming, budgeting, scheduling, and utilization of funds for Operations Division. Furnishes statistical data for program review and analysis. Establish cost allocations and economic feasibility of proposed projects. Performs analysis of program reports, financial statements, and other accounting reports. Analyzes records, reports, directives, and correspondence and consults with managers and supervisors. Coordinates work with other operating elements as required in accomplishment of assigned tasks. Performs a variety of detailed tasks involving funds for the programming and development of reservoir and navigation Operation and Maintenance programs, and repair, rehabilitation or construction at all project facilities. You will be evaluated on the basis of your level of competency in the following areas: Cost Estimation and Analysis Financial Management Reading Comprehension Specialized Experience: One year of specialized experience which includes: coordination and execution of assigned portions of program planning and analysis for Division programs; formulating, preparing, and updating budgets to meet anticipated expenditures and established obligations/expenditures goals and objectives; and collecting and analyzing funding data to prepare a variety of reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
