PURPOSE: To lead team in conducting nuclear command, control, and communications (NC3) program analysis, operational reviews, planning efforts, and consultation in the development of courses of action and innovative solutions improving nuclear mission effectiveness and resource efficiency with national responsibilities. Responsibilities This position provides technical and/or administrative direction to one or more subordinates but occupies less than the required minimum of the position's time; or is not performing the full range of supervisory duties for subordinate employees (i.e., performance ratings and discipline). Plans, organizes, and directs branch activities ensuring Nuclear Planning and Execution System (NPES) compliance with regulatory requirements and organization objectives. Command-level project officer for nuclear operations initiatives and special interest items. Initiates, leads, and participates in projects and initiatives to test, analyze, and evaluate strengths and weaknesses of proposed requirements and capabilities that assess the fidelity of USSTRATCOM's compliance with current and future NC3 operations. Consults, advises, and provides technical guidance on matters pertaining to nuclear technical performance criteria, nuclear operations, and/or nuclear command and control issues. Advises on the development, preparation, approval, and/or implementation of command nuclear operations policy, guidance, and/or concepts of operations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Management and Program Analysis Series 0343 SPECIALIZED EXPERIENCE Applicants must have at least one (1) year of specialized experience at the next lower grade broadband NH II, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service.(may have been obtained in the federal service, military, or private sector). Examples of specialized experience includes; Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact command-level nuclear command, control, and communications (NC3) programs. Advanced knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact command-level nuclear command, control, and communications (NC3) programs. 2. Advanced knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods. 3. Knowledge of and skill in designing and conducting comprehensive studies, and developing solutions to broad operational and contingency areas. 4. Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations. 5. Skill in organizing, leading, and/or participating in cross-functional teams; planning, managing, and/or executing short and long-term projects within established constraints; and cultivating and sustaining positive working relationships to project completion. 6. Ability to communicate effectively, both orally and in writing; with tact and diplomacy to advocate command positions; to negotiate complex issues; and to maintain good working relations. Ability to manage a small staff and carry out all phases of personnel management responsibilities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
