Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM ANALYST, Position Description Number D2227000 and is part of the HI 154 CES, National Guard. LOCATION: 154th Civil Engineer Squadron, Hawaii Air National Guard, Joint Base Pearl Harbor-Hickam, Hawaii Responsibilities SUMMARY OF DUTIES: The primary purpose of this position is to serve as the subject matter expert in managing the unit PRIME Base Engineer Emergency Forces (BEEF) and Mobility programs which includes civil engineering (CE) unit activities. This position develops concepts, procedures, and systems necessary to implement the unit PRIME BEEF and Mobility Programs to include Air Expeditionary Force (AEF) deployment/CE management. Plans, organizes, and manages the day-to-day activities of the civil engineer unit with regards to the PRIME BEEF and mobility programs for critical essential mission requirements. Manages the PRIME BEEF and Mobility programs for the CE unit. Procures, stores, and maintains mobility equipment and home station training equipment as required by specific Equipment and Supply Listing (ESL), and Allowance Source Codes (ASC). Performs work for the planning and management of the administrative budget and related financial documents. Establishes and develops training programs and classes for PRIME BEEF, OJT and wartime task training. Develops unit mobility and deployment plans to meet worldwide contingencies. Maintains contact with NGB/40XX, A3, A1 and S-Team to insure currency and accuracy concerning management of CE wartime operations and PRIME BEEF Program requirements. GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least one year of specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management. OTHER REQUIREMENTS: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. CONDITIONS OF EMPLOYMENT: 1. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting, and remain on-duty during phased or early release. 4. May occasionally be directed to work other than normal duty hours. 5. May require travel in military and/or commercial aircraft to perform temporary duty assignments. 6. The work may require the incumbent to drive a motor vehicle; if so, an appropriate valid driver's license is mandatory. 7. May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets and may be exposed to high levels of noise such as aircraft engines. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted. d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. e.
