PROGRAM ANALYST
Summary You will serve as a Program Analyst in the Ordnance Resources Branch of NAVY MUNITIONS COMMAND, CONUS WEST DIV. You will analyze current and proposed operating programs to evaluate their actual or potential effectiveness in achieving objectives. You will also provide advisory services to management in the area of program and personnel management and administrative functions for the Division. Responsibilities You will plan, develop, and conduct program analyses of aspects of current and projected operating programs for actual and potential effectiveness in achieving the detachment's strategic goals and objectives. You will develop, maintain, and monitor integrated reporting systems affecting programs throughout the Division with functions and operations that are extensively interrelated. You will analyze, extract, summarize, and identify significant trends and issues. You will provide advisory services and recommendations to management for effective evaluation of program operations and milestones You will oversee check-in/check-out processing to include providing new hires with instructions and guidance on benefits, retirement, rights and responsibilities, and requesting accounts such as EBIS, TWMS, and MyBiz. You will develop and maintain staffing plans and functional statements for the Division, both military and civilian, at all sites and ensures that recruitment actions are in compliance with approved staffing plan. You will provide guidance to detachment administrative staff regarding staffing, position classification and training. You will participate in reorganizations and Shore Manpower Requirements Determinations (SMRD) studies, providing data and recommendations on structuring and staffing. Requirements Conditions of Employment Qualifications For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying analytical techniques to assess program inefficiencies by analyzing metrics, assessments and performance data to recommend process changes and improve the efficiency of a program operations. For the GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying analytical techniques to identify and evaluate program deficiencies and recommend improvements for the efficiency of program operations.
