Responsibilities The primary purpose of this position is: To serve as a HQ AFPAC Services Division Director, command-level senior analyst in the Services Division, responsible for theater deliberate planning, contingency planning, crisis action planning, and determining necessary requirements, regulations, directives, doctrine, and procedures for the establishment and maintenance of assigned command program(s) associated with operations, exercise planning and development at various government agency levels. Analyzes, develops, and evaluates detailed plans, goals, and objectives for long-range implementation of assigned major command program(s). Primary staff advisor to the COMAFFOR for Services requirements in the adaptive planning. Performs Deliberate planning and Crisis Action planning tasks to include course of action and plan development to OPLANs, CONPLANs, BSPs, contingencies and humanitarian assistance. Acts as the primary advisor to the COMAFFOR for Services and cross-functional expeditionary combat support. May be required to participate/augment the A7 Specialty team as liaison for sustainment operations for exercises and contingencies. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This position is emergency-essential (E-E). The incumbent of this position must meet all requirements of EE positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate, may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to functioneffectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any military recall status. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes expert knowledge of a wide range of qualitative and quantitative methods of the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, airlift, training, deployment, mobilization, special operations, exercise, and contingency operations. Knowledge of military command structure, missions, programs and organizational relationships, services functions, and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions; Expert knowledge of Global Command and Control System (GCCS) and Deliberate Crisis Action Planning Execution System (DCAPES). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations such as mortuary search and recovery, deployment, mobilization, exercise, contingency operations, noncombatant evacuation, mortuary affairs, acquisition, War Readiness Materials (WRM), or similar operations. Expert knowledge and experience with Services specific policies, concepts, staff and operating functions, and procedures affecting combat support and readiness planning throughout the MAJCOM,WFHQ and AF. Knowledge of Air Force and command program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Skill in designing and conducting comprehensive studies; and preparing solutions to especially broad, important, and severe military operational and contingency areas. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. Position requires knowledge/experience in the Air Force Services programs e.g. Food Services, Lodging, Fitness, Recreation, Mortuary Affairs, and Field exchange activities (AAFES). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
