Summary About the Position: This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)). This position is a TERM position. It is temporary and may be extended up to 6 years with a maximum of 8 years with approval. Responsibilities Govern programs and services for Child and Youth Advocacy Programs (CYAP) in addressing the needs and challenges of service members and their families. Build on the current cross sectional, multidisciplinary work addressing Problematic Sexual Behavior-Child/Youth; promotes evidence-based and research-informed prevention and intervention; elevates parent engagement as a central element. Develop programs, services, and training responsive to the needs of service members and their families experiencing serious harmful behavior between military dependent children and youth of a physical, sexual, or emotional nature. Establish and nurture relationships with federal partners, civilian experts, and academic relationships and other programs, both on and off military installations. Identify and investigate potential problem areas to develop solutions and/or new management and program objectives. Research and coordinate resolution of extremely complex time-essential actions for service members and their families. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes evaluating Child and Youth Advocacy Programs (CYAP) or policies, conducting studies on issues related to CYAP, communicating trend analysis of CYAP, developing policies or objectives advancing programs in support of service members and their families, and preparing decision briefs, action memos or data reports to facilitate decision making. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Influencing/Negotiating Organizational Awareness Planning and Evaluating Strategic Thinking Technical Credibility Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). A writing sample may be required by management within the interview process. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
