Summary You will serve as a Program Analyst in the Corporate Business & Analysis Group, Cost & Acquisition Analysis of NAVAIRWARCENWPNDIV CHINA LAKE. Responsibilities You will serves as a Contracting Officer’s Representative/Alternate Contracting Officer’s Representative for one or more contracts administered by the Acquisition Support and Analysis Division. You will prepare meeting agendas and draft Contracting Officer Representative monthly reports. You will review contractor invoices to ensure that the proper labor categories and other direct costs are charged, appear consistent with performance. You will assist in acquisition package development, including acquisition strategy, and performing and documenting market research. Requirements Conditions of Employment Qualifications DA-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the DA-02 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Using a Purchasing Card; 2) Building relationships with internal and external groups; 3) Identifying and documenting issues with processes, requirements, projects, and project performance, and making recommendations on the appropriate path forward or corrective action; 4) Analyzing and forecasting issues and developing solutions through critical thinking and network of resources. DA-02: Your resume must demonstrate at least three years of general experience, 1 year of which is equivalent to the DA-01 pay band in the Federal service or equivalent experience in the private or public sector. General experience must demonstrate some or all of the following: 1) Using a Purchasing Card; 2) Building relationships with internal and external groups; 3) Monitoring projects and outcomes, complying with guidance and regulations; 4) Working effectively in a team environment.
