The primary purpose of this position is: To serve as the Chief of the Executive Services Branch in the SAF/IE Director of Staff directorate to provide administrative, manpower, personnel, and executive support to a 4-star equivalent Assistant Secretary of the Air Force (ASAF) and the entire Energy, Installation, and Environment staff. Responsibilities Provides administrative, manpower, personnel, and executive support to SAF/IE, ensuring that administrative, manpower, personnel, and executive support processes comply with legal and regulatory requirements and meets customer needs. Develops strategy, goals and objectives that integrate organization and administrative, manpower, personnel, and executive support processes. Researches, interprets, analyzes and applies Department of the Air Force and DOD policies and procedures. Establishes policies and procedures for accomplishment of administrative, manpower, personnel, and executive support objectives. Plans, organizes and directs all executive support services, functions, and activities. Interprets, analyzes, and applies DOD, Air Force, and DCS policies to ensure the effective and efficient administration of organizational activities. Formulates plans and provides managerial expertise regarding all aspects of facility management, personnel security management and information security activities, serving as the point of contact for issues resolving PERSEC / INFOSEC issues for SAF/IE. Responsible for the short- and long-term operations and health of assigned programs. Manages and administers the Agency's Personnel, Information, and Industrial programs for all SAF/IE personnel and positions (billets). Develops and implements policies and procedures for the directorate Personnel Security program. Provides guidance and assistance to all agency personnel. Formulates security program goals, plans, policies, and procedures related to the development and operation of SAF/IE personnel security processing functions and activities. Liaises with and establishes close working relationships with Intelligence personnel in processing of Sensitive Compartmental Information and Special Purpose Access clearances for the SAF/IE. Monitors and ensures education in and compliance with security directives for those employees with access to classified materials. Represents SAF/IE with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with DOD, PFPA, SAF/AM, SAF/MR, AF/A1, SF/S1, SAF/FM, AFPC, AFDW, 11 FSS, 811 FSS, and other organizations as required. Meets with key customer and coordinating officials to assess customer satisfaction, facilitate organization policy and procedures, and resolve problems that arise. Requires subordinates to emulate outstanding customer service and provide customer guidance, training, and support to accomplish the task at hand. Participates in special projects and initiatives and performs special assignments. Identifies the need for special projects and initiates milestones and goals. Exercises supervisory personnel management responsibilities. Advises and provides counsel to military and civilian employees regarding policies, procedures, and directives of management. Explains classification determinations to subordinate employees. Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Provides a workplace adhering to the Department of Defense and U.S. Air Force's EEO program through allocation of personnel to participate in community outreach and recruitment programs including the full cooperation of employees with EEO office officials. Addresses immediate reports concerns, whether perceived or real, and follows-up with appropriate action to correct or eliminate tension in the workplace. Serves as technical advisor to the Director of Staff for SAF/IE. Based on detailed understanding of the views and policies of the Air Force, provides expert level guidance and assistance in the management of complex projects, studies, and actions in keeping the SAF/IE Director of Staff, Principal Deputy Assistant Secretary and the Deputy Assistant Secretaries informed of critical developments and providing expert advice on the critical aspects of various problems or situations that may arise. Provides executive leadership, management, and expert guidance to the staff and directorates relating to policies, priorities, practices, and procedures assuring smooth and efficient operation of assignments. Establishes metric and analysis systems to assess efficiency, effectiveness, and compliance with regulatory procedures. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes performing mastery knowledge of advanced management and organizational principles and practices and qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of programs. Comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; of the Department of Defense and Air Force planning, acquisition, and management processes to provide Planning, Programming, and Budgeting System guidelines and advisory services in support to long-range Air Force war, mobilization, deployment, and similar operations planning efforts. Knowledge of the substantive nature of programs and projects and the interrelationships among large complex multimission organizations. Knowledge and high degree of skill in coordinating complex and challenging issues at the Headquarters Air Force strategic level for senior leader action and decision. Ability to present program management recommendations and conclusions based on analysis and evaluation of complex programs. Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial Air Force resources, require extensive changes in established concepts and procedures or may conflict with previous programming actions. Ability to communicate effectively, both orally and in writing and the ability to establish and maintain effective relationships with senior-level personnel. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of qualitative and/or quantitative methods to participate in the development, assessment and improvement of Department of the Air Force (DAF)-wide plans and concepts. At least one (1) year of experience in Change Management/Continuous Process Improvement programs or Change Management trained-certified and/or Green or Black Belt trained-certified and familiarity with associated principles, concepts, and methodologies. 2. Knowledge of organizational goals, objectives, and capabilities; perspectives on the present and future force structure laydown and methods of evaluating different locations as they pertain to those goals. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Knowledge of the various Air Force, HAF, and Pentagon entities involved in overall planning and execution operations and the ability to advocate and negotiate effectively to advance DCS equities. 5. Skill at conducting reviews, analyze and assess manpower program operations to identify deficiencies; measure compliance, consistency, and effectiveness as well as to synthesize complex, and often-competing information and viewpoints to determine best course of action. Advocate recommendations across the staff and to senior leaders. 6. Ability to maintain harmonious relations, plan, organize, and negotiate effectively with senior analysts and management to collaborate and cooperate to resolve, accept and effectively implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to plan, organize, and guide the required functions; mentor, motivate, and apprise the staff of an organization; and foster the high ethical standards in meeting the organization's vision, mission and goals. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintains good working relationships; to brief senior leadership with a high degree of confidence and professionalism, advocate and express facts and ideas in a convincing manner and negotiate with others internally and externally. Ability to apply analytical and evaluation techniques, design and conduct comprehensive studies and preparing solutions to resolve substantive problems and issues of strategy, concepts, and technology in future operating environments; efficiency and effectiveness of program operations, project trends, and propose alternative solutions.
