Summary You will serve as a PROGRAM ANALYST in the Business Process and Engineering Group Division (Code 1512), in the Ship Maintenance Performance Group Division (Code 1510) of the NavalShipyard Support Office (Code 1500) of NORFOLK NAVAL SHIPYARD. Responsibilities You will serve as the business process authority and IT manager for fleet maintenance. You will serve as the recognized leader in business process re-engineering and data analytics techniques for Navy and other DOD logistic activities. You will serve as the test bed for the validation of new processes, IT requirements, and data analytics, prior to implementation in the Navy or DOD maintenance activities. You will serve as a Program Analyst for the Navy maintenance processes and associated IT requirements to support NAVSEA shipyard operations. You will align process re-engineering activities with IT requirements development and other NSSO activities, such as data analytics and metrics development or other integrated solutions. You will develop, modify and improves business processes for Navy and other DOD depots. You will develop formal process improvements using structured functional analysis and design techniques. You will develop, monitor, and execute contracts for work performed in support of the Naval Shipyard Support Office (NSSO). You will analyze data to create and assemble various required presentations and reports, providing information on progress, innovations, problems encountered. You will support headquarters initiatives, such as regionalization, transformation, and consolidation activities and implements legal and regulatory, or authoritative, controls over business processes and IT requirements. You will provide administrative, logistic and facilities support. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing activities with business process improvement products and IT's requirements to support shipyard operations. Experience applying knowledge of Advance Industrial Management-Next Generation (AIM-NG) processes and IT applications related to shipyard water processes and procedures. Experience applying knowledge of process re-engineering techniques (e.g.,Lean and Agile). Experience applying knowledge of many IT applications, including, but not limited to AIM, AIMXp, MRQT, PSS, Material Access Technology, Supervisor's Desk, COST, Performance Management and Control, Strategic Planning and Forecasting, and Quality Performance System.
